– Introduction:

My technical career spans more than five decades working on communication satellite (Satcom Payloads) engineering and manufacturing projects starting at Hughes Aircraft Co. (HAC), which was acquired by The Boeing Co. As such, I received my foundational technical training at HAC, and subsequently in The Boeing Co. where I worked on many pioneering technology development projects. After more than 40 years of extraordinary service at HAC and Boeing, I retired from Boeing’s Space and Intelligence Systems (S&IS) group, where I held a senior technical position, as the Chief Technologist Officer (CTO), working in company’s El Segundo, CA facility. Then, with many decades of hands-on experience in space engineering and satellite payload, design development and manufacturing, I decided to spend a few years in two smaller companies: L3- Harris/NARDA-West in Folsom, CA, and later HEICO/LUCIX in Camarillo, CA, to learn more about the space industry managed in much smaller enterprises.

– Technical Leadership Positions Held at HAC & Boeing: I started my career as an MTS and later in 1979 transitioned into technical management positions: 1979 I became an Engineering Section Manager, in 1983 a Technical Department Manager, in 1987 the Technical Laboratory Manager, in 1991 Communications Division Manager, & from 1992 through mid- 2012 I performed as the Chief Technologist Officer. After retirement from Boeing in mid-2012 to March 2015 worked at L3-Harris for a short time where I made significant engineering contributions as the Chief Engineer and later performed as the VP of engineering, working on advanced high-power S-band payload ONET, and several RF-electronics payload subsystems. Subsequently, I returned to southern California to join HEICO/LUCIX as the senior technology development officer, designing advanced power amplifiers, frequency converters, LNA’s and a series of passive circuits, including highly miniaturized micro-strip RF- filters printed on DLI’s high-dielectric constant ceramic substrates. In particular, I contributed to the development of DLI’s unique microstrip packaging technology that provides two advantages: a) minimized free space RF-radiation, using a conductive shield, and b) repeatable RF-performance either as stand- alone, and/or integrated in higher-level unit subsystems, also assisted by the integrated shield, shown below in lowpass and highpass filers for creating an ultra-wideband contiguous diplexer: Personal & Private

In short, I have been recognized in industry as the key Satcom payload engineer who pioneered numerous RF, microwave and millimeter-wave circuits, including many leading-edge RF- microelectronics subsystems that I delivered while working at HAC/Boeing and later in two smaller RF-electronics companies.

As the Chief Engineer & Functional Leader: I have led many full-time engineers, part-time consultants, job-shoppers, and contract-labor to ensure successful project execution.

And, in special cases, I have been personally responsible for the program/project turnaround efforts of the “difficult programs” by organizing and leading highly focused cross-functional teams capable of high-velocity decisions, and rapid project execution, relying on “Lean-Engineering” techniques, developed over my many career-years, specifically: o Matching the Right People with the Right Jobs to Produce the Desired Results, o Identifying Project Constraints: Technology, Affordability, & Time-to-Market by Means of Concurrent & Focused Engineering,

– A Few Career Highlights, where I held direct engineering responsibilities for payload architecture and communications equipment integrated in various HAC/Boeing satellites: o 1976 – Marisat, this contract was awarded by COMSAT General to HAC, which was the very first mobile communications satellite operating at UHF, L-band, and C-band, covering the three major oceans around the globe, allowing continuous ship-to-shore communications, serving the Maritime industry as well as the U.S. Navy.

o 1981 – Space shuttle launch-compatible spin-stabilized HS-376 satellites, two each, built by HAC using HS-376 spin-stabilized bus. 1) SBS, owned by Satellite Business Systems, and 2) Anik-C, owned by Telesat CANADA, which included many new RF-electronics equipment on-board, including the first qualified all GaAs FET communications electronics receivers at Ku-band. o 1988 – UHF Follow-On (UFO), HAC designed and developed the three-axis stabilized HS601 bus to compete for U.S. Navy’s next generation UHF NB-satellites. Delivered 10 satellites with advanced high-power multi-channel output multiplexer at UHF to U.S. Navy. o 1994 – DIRECTV, first HAC-designed for continental U.S. coverage. I worked on the all-digital direct-to-home Ku-band TV broadcast service conceived by Dr. Harold Rosen, (known as the father of GEO-orbit satellites) who was one of my senior leaders at HAC; which included many technological firsts.

o 2005 – Boeing HS-702 high-power satellite for DIRECTV 10, 11, & 12; expanding HDTV service across the U.S. at Ka-band, enabling up to 200 national high-definition TV-channels for direct-to- home service, where I created the most advanced dual TWTA high-power combining technology.

– And, Post-2012 Until Retirement from HEICO/LUCIX, August 31st, 2021: o I was engaged in designing and producing many unique circuits used in wide-band high- throughput satellites (HTS and VHTS) payloads with an imbedded digital signal-processor, providing high-capacity connectivity and routing around the globe.

– On October 11, 2021, I joined the Aerospace Corporation in International Partnerships Section of the Space System Architect Division as a full time Sr. Project Engineer until October 17, 2023, when I resigned in search of more challenging projects.

– Highlighting a few of many Major Satellite Programs in which I made “Significant Direct Contributions:”

a. ICO, global communications satellites, a MEO constellation of 12 satellites, however the program was not launched.

b. Thuraya, the largest GEO-Mobile satellite, service at L-band with the first 12.25m aperture antenna, a major success in mobile communications service. c. SPACEWAY, all Ka-band three satellites with highly advanced phased array antennae (uplink & down-link) providing agile spot-beam coverage, servicing Northeast U.S. customers. d. Wide-band Global Satellites (WGS), multiple Ka-band satellites with highly advanced phased array antennae for the U.S. Air Force, and our war-fighters around the globe. e. ORBCOMM, my last assignment at Boeing: the new generation OG2 LEO constellation of 12 small satellites, providing full commercial M2M messaging, and AIS services, where I led a small team of RF and digital engineers working on Receiver/Transmitter units, a high-power diplexer and the downlink S-band SSPA unit.

– Space Equipment SCM Partnership, Years of Experience: As the nature of commercial communications satellites evolved over the years and became rapidly globalized, I became compelled to develop expertise in supply chain management (SCM) focusing on and addressing the need for working collaboratively with domestic and overseas space equipment supply chains, involving collaborating and engaging in partnerships with many companies, across the globe. My SCM expertise spans across a wide range of companies both domestic and international, with primary focus on commercial satellite payload equipment, including strategic and tactical planning, quality management, performance-focused benchmarking and cost-effective procurement, as noted below:

o Strong abilities both as an adviser and as a result-oriented implementer with significant management and leadership responsibilities.

o Ability to influence and bring together decision makers from wide-ranging stakeholders through rigorous dialog and thoughtful leadership.
