Capture Manager and Executive Management Consultant (2005 – pres). Successfully captured $15.0B (with a win rate of 95%) in new cyber/IT business with NSA, NRO, DHS, and DOD. Developed and executed campaign strategy for the Intelligence Community, managed service providers, cloud computing and services, as-a-service architectures, enterprise systems, C4ISR engineering, deployment, support and maintenance, logistics, and information technology systems. Led multi-discipline 25-75 person teams in developing win themes and proposal strategy and managing the proposal process. Developed a strategy that resulted in an IT division of a Fortune 100 company capturing $1.15B in Federal IT contracts.
Proposal Manager and Business Consultant (2002 – 2005). Successfully captured $5.6B (with a win rate of 90%) in Federal contracts. Extensive technical and management expertise on large ($200M+) intelligence, e-commerce outsourcing programs, data /operation center consolidations, and weapon systems platforms. Led development of capture, win themes, proposal outlines, storyboarding, author training, RFP compliance cost strategies, integrating team inputs, ensuring continuity and consistency across volumes, establishing and conducting review teams, the clarifications and deficiencies process, and proposal production. Executed business, program cost/schedule, product line business development and capture, proposal management, and customer and major subcontractor interface. Led efforts to develop customer requirements, direct corporate IR&D, set up teaming agreements, and improved proposal processes.
BAE SYSTEMS (formerly LOCKHEED MARTIN) (1990 – 2002). Manager, Business Development for Advanced Avionics Systems. Developed business strategies for flight control, vehicle management, communications, navigation, and display systems for military systems. Led multi-discipline team to develop customer requirements, manage corporate IR&D, set up international technical and marketing agreements. Served as Product Line Manager for Advanced Systems, responsible for executing capture strategy. Successfully captured the largest-ever development for the corporation at the time. Served as the KC-135 Fuel Savings Advisory Computer Product Line Manager with a staff of 38 in systems, software, ILS, hardware, manufacturing, contracts, subcontracts, and administration. Increased original contract value from $100M to $130M using ECPs.
UNITED STATES NAVY (Captain, retired). Senior Team Chief, National Military Command Center, Chairman Joint Chiefs of Staff – Led National Joint Operations and Intelligence Cell for the Deputy Director of Operations. Tracked and reported daily activities of the Unified Combatant Commanders and the Services for the Director – Operations, Chairman Joint Chiefs of Staff, Office of the Secretary of Defense, and the National Command Authority. Battalion Commanding Officer - Led Sailors and Marines; responsible for all training, readiness, construction, financial, and logistics. Conducted military and construction training for force protection, contingency construction, expeditionary warfare, and deployment/ redeployment. Sector Lead for Oil and Gas projects during Iraqi Reconstruction. Lead Evaluator for Management and Technical Volumes for multiple large DOD RFPs. Qualified as a Government Contracting Officer Technical Representative (COTR). Overseas, joint, NATO, and reserve experience, including command. Department of State Deputy Team Lead Provincial Reconstruction Teams South Central Iraq. U.S. Army Department Manager, Public Works and Municipalities Program Manager, Baghdad, Iraq.
