Management and Leadership Abstract: Mr. Manto is a CxO level critical infrastructure executive who creates new electromagnetic-resilient local energy technology, infrastructure, and services necessary for critical infrastructure and community resilience. This includes a comprehensive engineering and systems approach to intentional electromangnetic interference (IEMI) threats, high-altitude electromagnetic

(HEMP) threats, extreme space weather that creates geomagnetic threats, and accidental electromagnetic threats caused by the grid when it tries to incorporate intermittent energy inputs into the legacy bulk power system not designed for them. His systems approach to technology deployment and policy succeeded in bringing product and services to market in half the time and cost of competitors, and helps companies increase margins by 50%. Managed up to 270 employees and a $26M budget through his comprehensive development, project, and process management metrics. He led policy and market awareness of key resilient energy issues at the local, regional, national, and international level. He led due diligence program for information, telecom and energy sectors evaluating over $2B of investments, created new cyber security and infrastructure technology and COOP policy winning 5 R&D grants, seven patents and equity funding. DOD Microgrids: Recruited and organized 40 organizations and evaluated 70 technical innovations for an SBIR (R&D) contract for the Defense Threat Reduction Agency to produce a resilient, adaptive, modular, microgrid demonstrated to be resilient to various electromagnetic and cyber threats.

Along with energy savings and earnings through EV charging, it is now more likely that community organizations like hospitals can fully fund their local microgrid needs. DOE, Microgrids and DER: Organized the GridForm consortium for resilient energy microgrids and their connections to the bulk power electric system in response to the DOE concern in 2021-2022 for grid-forming microgrids. Developed the proposal, wrote governance documents, recruited more than 1000 members in all 50 states and 3 territories within the first year, produced annual national conferences and conference publications, and table top exercise book published by Amazon, and developed Advisory Panels of leading subject matter experts in related technology, policy and infrastructure with participation of individuals from DoD, Northcom, USCG, IRS, DHS, FBI, NOAA, Congress, National Governors Association, various state and local agencies, universities and representatives of all critical infrastructures most providing time over and above their normal job requirements. Comprehensive Technical Engagement on EM Protected Infrastructure & Products: By developing relationships with CEO’s, CTO’s, and inventors through his work as a product developer, advisor, and industry leader, Mr. Manto developed a broad technical capability across all areas of electromagnetic shielding. This ranged from technologies filtering electromagnetic signals through various conductors for power and communications to shielding products. These ranged from the materials science end at the molecular level, construction materials such as EM protecting cement, various alloys singly or separately in isolated layers for wall and building construction, to various wall- paper and paint technologies. This also made it possible to choose methods and technologies at the design stage to produce multiple benefits from a specific EM-protected choice that might also provide strengthening, heat conduction, or energy generating or storage benefits. He also integrated combinations of interrelated technologies to make it possible to create EM-protected solar arrays, wind turbines, and diesel generators. Evaluated EM-protected cement included various patented approaches where either metallic materials were sprinkled into the cement or small twisted wires that acted like mini-rebar were mixed to produce structural as well as EM benefits. See examples in his 2016 FOUO report to DTRA that covered approaches ranging from the molecular level of materials science applications, to components, sub-systems, and systems that included a catalog of 70 off-the-shelf and 70 prospective new technologies. These made it possible to create cost-effective EM-protected data centers, telecommunications networks, offices, and other applications ranging from civilian to military. Mr. Manto also worked with fabricators and testing organizations used by DOD to design and build facilities that were independently tested to exceed military standards such as 188.125. Where 80 dB was required Mr. Manto produced product and facilities ranging from 100 to 160 dB of protection. Leading Technical Change: Mr. Manto demonstrated technology leadership through a series of steps beginning with problem clarification, an economic impact assessment, a literature review of technology solutions, a proposed improvement simulated with ANSOFT computer simulation and outlined in a US patent application, prototyping and independent testing of the prototypes. After reviewing the US Congressional EMP Commission Report, Mr. Manto developed an EMP shielding methodology for mass produced EMP shielded rooms and enclosures. This method was simulated with an independent simulation company using ANSOFT simulation software and then outlined in a US Patent applied in 2005 and issued September 30, 2014. While Mr. Manto’s thesis was supported by the simulation, Manto raised R&D funding by winning a TEDCO grant and angel investment to build and test the prototypes. These were 8x20x8 foot systems that were inserted into an ISO cargo container and a Pace American Cargo Trailer. These were then tested by SARA, Inc and shown to have exceeded MIL SPEC 188-125 by 100-1000 times (140-160 dB where 80 dB is required.) These were created as both single-layer shielded enclosures and dual layer enclosures connected both to shore power, a diesel Charles Manto resume October 2023 Page 4

generator, a wind turbine and solar panel system. These form the basis for EMP-protected communications networks, data centers, power control systems and other critical infrastructure. Mr. Manto also won 4 competitive MIPS R&D grants for the establishment of EMP protected Resilient Adaptive Modular Microgrid Systems (RAMMS)™ including the use of hydrogen and methane storage, next generation combustion technology, solar and wind systems and waste to energy systems producing roughly 30% more methane from the same amount of waste while eliminating waste carbon. Data acquisition and equipment was shared with Frostburg State University, the partner in the MIPS grants. This work led to a patent application for a smart micro grid controller assigned to IAN, LLC. This included solar arrays, wind and diesel generators. Completed SBIR Phase 1 contract in 2016 for EMP protection strategies for cost-effective EMP protected microgrids for critical defense applications on and off military bases and engaging in Phase 3 contract development.

Results Driven: Led development of RFP requirements for the IT department of the new hospital for Hagerstown, MD; assisted in developing RFP for USDOT campus IT and telecom infrastructure with special focus on PBX and its environment. (Used Microsoft Project, Excel and Sharepoint.)
