– Executive Summary -
My experiences and a diverse career has varied from Fire Suppression activities to the overview and supervision of large budgets and Economic Development projects. The responsibilities ranged from performing operational planning, determine coordination procedures, supervisory operations, establish procedures for emergency reassignment, coordinate and schedule flights, resolve conflicts non-tactical aircraft, coordinate with Federal Aviation Administration (FAA), coordinate with Department staff, leaders and organizational staffing personnel.
The experience gained and the exposure within the Emergency and Rescue, Tribal Government and Hospitality environments has given me the ability and training to work with, Business Management assignments, Emergency & Medical evaluation and rescue operations. The Training and project assignments have provided me the tools to work within the managerial and departmental working environments. I have been trained in variety of subject matters, such as critical thinking & decision making, with participation in rescue and emergency situation / emergencies since starting my career with the U.S. Forest Service in 1970 to the present.
I have lead and coordinated major projects such, as but not limited to: Hotel development and oversight, 1985 Earthquake Relief deployment, under the Department of State, Helicopter Deployment to Mexico City, support to the Northridge Earthquake, and several recent fire in San Diego County – Military and civil aircraft.
I have had the opportunity of working with local tribal governments with their Economic development projects, from Marriott Hotels in Washington DC and Sacramento, to local enterprise reviews and participations with business ventures.

As a consultant for over 20 years, I have participated and lead numerous projects ranging with Team Leader & Coordinator, Project Manager & Director, Hotel - Marriott Residence Inn evaluations (Sacramento), Hospitality participation, Casino and Tribal budget review Teams, including Tribal Entertainment. I have worked and participated in Organizational Infrastructure development, analysis reviews, statistical development, specific research studies and reviews of assignments and responsibilities for the Viejas Casino and Tribal Government. Consulting work varies from simple business reviews to complex business, to organizational reviews, financial efficiencies organizational structure and functional operations. Over the last several years, I have had the opportunity to consultant with Environment Restoration Technology (ERT) a leading company in environmental and Fuel Management, and San Diego Gas and Electric (SDG&E), as a project leader and Coordinator (ERT). Project and coordination regarding logistical, planning, infrastructure development, inventory staging, cost sharing & ordering of material and resources as needed. This has given me the ability and positioning of delegations, developing supervision, employee development and enhancing communication. Relations development and working relationships has been a big segment of my career. Working with employees and the public has been a strong point in my training from initial employment to managerial and staff – Team Management and staff.
I held the position of Co-Interim Project Director for the Health Information Management (HIM), CSUSM. I was instrumental in being a principle player in the development, coordination, and leadership in the implementation of the core values and subject matters with the HIM - Master of Science program at CSUSM and held the Chair position on the Healthcare Information Technology (HIT) and Health Information Management – MS Executive Committee and Advisory Board at Cal State University, San Marcos. I have taught. Developed course work from start to competition. Ranging from initial subjective matter to leadership and management subjects.
In Summary, the Emergency Response experience, Consulting work, and Business & Organization participation and involvement, along with the Tribal Government participation, academic training and teaching (Bachelor of Science, BS and Master of Business Administration, MBA) and ownership of Garcia’s Management Consulting Business, has prepared me to take on Middle & Executive Management positions in developing and implementing strategic and tactical goals & objectives. The Emergency aspect of my career has provided me the external view and the situation awareness prospective of managing projects and oversights.
What I bring to the position and the organization is the experience of supervision and management, financial management, efficiency control, human resource communications, staffing and conflict resolution, people skills and budget reviews, to name a few. I am a team player and work towards the accomplishment of goals and objective set by the company. I am a hard worker, self-motivated, and believe in the Core Values of the Company’s / Organizations direction. I firmly believe we can work together to accomplish the goals and objectives of the Company. With the continuous changes in our economy and the need to better utilize our resources, from staff to equipment and budgetary constraints, I bring the corporate thinking, critical thinking from the business and situation awareness from Emergency Response and I have the will to succeed.
