RMG Consulting, LLC Rio Rancho, NM

President 2010-Present

Established and currently operate a consulting firm with clients spanning across 5 states, providing expertise and advisement on political and public affairs, regulatory and legislative affairs, healthcare lobbying, food services, uranium, oil and gas, wind energy, government, human resource training and management, and energy related issues.

Negotiated a $215M industrial revenue bond for a 102 MW wind farm in Cibola County, New Mexico, with a payment in lieu of tax (PILT) of $625K annually to the county and school district.

Contract lobbyist, acquiring over $1M for Cibola County capital outlay from June 2010 to August 2015.

Strategically planned and secured $11.3M financial package from USDARD for the replacement of 17 miles of water lines within the city of Jal while serving as City Manager from January 2014 to January 2018.

Obtained capital outlay exceeding $600K for the city of Sunland Park as City Manager from February 2016 to August 2017. Recruited over $60M in commercial and residential development projects and completed a major overhaul of city departments to improve processes and efficiency.

Special Executive Advisor for Oil & Gas to the U.S. Secretary of Energy 1998-2000

Presidential appointment, providing expert advisement to the Department of Energy regarding oil and gas issues nationwide. Served as one of the original members of the Oil Emergency Task Force.

Consulted on research and development of technologies that enhanced the production of domestic oil and gas reserves for Naval Petroleum, Oil Shale Reserves, and Strategic Petroleum Reserve resulting in legislative action in support of national industry stabilization regulations, including the institution of the guarantee loan program, the implementation of various energy efficiency products currently in use, and procuring federal royalty oil for the Strategic Petroleum Reserve.

Participated in nationwide outreach and liaison activities with companies who were major stakeholders in the oil and gas industry.

City Manager 1986-1994

Managed over 350 employees and advised 5 elected Commissioners on issues regarding a municipality of 30,000. Prepared, presented and managed annual operating budgets of $32M. Served as Principal Economic Representative for Hobbs in conjunction with the Industrial Development Corp. of Lea County.

Increased cash reserve of $16M, investing it into equitable growth accounts over 8 years, resulting in a reserve of 50% of annual operating budget.

Oversaw $100M in infrastructure improvements with only $1M in bond debt.

Utilized enhanced negotiation and mediation techniques in acquisitions and contract culmination.

Coordinated the overall direction of long- and short-term goals for city services, collaborating with 11 different department heads.
