• Increased the installed base of AVAA by 500% by creating marketing materials, building coalitions, and developing a detailed understanding of user needs, including those of the U.S. Army, U.S. Navy, USAF, and National Geospatial-Intelligence Agency (NGA).

• Negotiated scope, cost, and schedule to lead a multidisciplinary project team demonstrating the first real-time object detection and tracking computer vision analytics in a U.S. Army aerial drone Universal Ground Control Station (UGCS) Simulator. Articulated and tracked user features in JIRA.

• Researched regulations, market, planned, guided development, and demonstrated commercial version of AVAA to commercial customers. Researched financing options to fund product launch.

Authority on Department of Defense (DoD) policies and procedures and the Processing, Exploitation, and Dissemination (PED) of Intelligence, Reconnaissance, and Surveillance (ISR) information. Served as Army Science and Technology Liaison between I2WD and NGA.

• Led an integrated product team of Government civilians, Contractors, and Warfighters to balance priorities of multiple stakeholders, assess technologies, define requirements, compose government acquisition documents, resolve project issues including configuration management, and ensure the contracting team achieved cost, schedule, and performance targets for the procurement and demonstration for all sensors and exploitation capabilities of the Long Endurance Multi-INT Vehicle.

• Identified deficiency in operationalizing video analytics; solicited, collected, and analyzed user requirements; conceived and developed solution concept; developed cost and schedule; and built a coalition of stakeholders from U.S. Army, USAF, U.S. Navy, and NGA to secured over $50M in funding for AVAA, a software solution that demonstrated and enabled the rapid integration, assessment, and deployment of computer vision algorithms from academia, industry, and government.

• Secured sustainment funding for AVAA from the Army Distributed Common Ground System

(DCGS-A) program. AVAA is now the government provided video exploitation tool for DCGS-A.

Guided staff identifying, assessing, and positioning Army science and technology programs. Evaluated technology trends, risks, and opportunities and influenced designs and specifications at academic, industry, and other government institutions to align with Army intelligence priorities. Secured funds through the Financial Management Directorate, the Planning, Programming, Budget, and Evaluation (PPBE) process, and other sources to address Army intelligence priorities. Achievements include:

• Shaped over $2B in government spending on Army Intelligence priorities over five years through the PPBE process and the Joint IED Defeat Organization (JIEDDO); by conducting outreach to build relationships between academia, industry, and government institutions; and by performing operational assessments on existing and emerging capabilities in extremely complex environments.

• Deployed to Iraq to provide operational assessments and expert advice on employment of ISR systems and architectures.

• Received "Commander's Award for Civilian Service" and "Global War on Terrorism Civilian Service Medal" in 2008 for leadership, qualitative and quantitative analyses, and performance reporting in Iraq on mission critical ISR capabilities, including the Persistent Threat Detection System (PTDS). My work directly contributed to decisions to expand PTDS funding by $1B.
