My career background began with a strong foundation as a technical specialist and years of senior “hands-on hardware/software R&D, project solutions engineering and execution. For more than 35 years and with minimal supervision and guidance, I have successfully “built from scratch” (defined the architecture, specified the technologies & equipment, written & executed the Bid processes, and “lead” managed the procurement, execution and cutover) in-house & turn-key Fiber Optic, RF, Satellite & Broadband Telecom Transport systems, LMR w/P-25, data/voice/video and LAN/MAN/WAN IT Network Infrastructures often spanning entire countries.

As Program/Project Manager, Project Engineer and/or Technical “Lead” Manager, I have more than 20 years International experience taking “full ownership” for full project life cycle (inception to cutover) execution of very large (to $100’s of Millions) and highly complex telecom projects. Consistently, I delivered the optimal engineered solutions, estimates, authored more than 30 commercial and technical tender documents (RFPs), evaluated their Bid responses, led contract negotiations, managed scheduling and budgets, arbitrated engineering Change Orders & contract disputes and managed the execution, demonstration and cutover. In a Principal Consultant capacity, I have provided world class Subject Matter Expertise (SME) to guide client decisions, resolve issues, train key project personnel, specify design limits, develop type tests, work with manufacturers to solve engineering deficiencies, design, deliver and mentor structured project management and configuration management/documentation systems.

Highlights of Work Experience

11/2011-; Westin Engineering Project Engineer for three Cal State (CA) telecom overhaul projects:

CA-Public Safety Office (PSO) Highway Patrol (CHP) - Statewide design/deployment with SOW of all new upgrade of VHF, UHF Land/Mobile Radio systems.

CA-PSO - Design/specification/SOW for statewide Public Safety Microwave Radio Backbone Systems upgrade to SONET OC-3 and MPLS networking. (> 400 sites over 3 backbone networks spanning California from North to South).

CA-PSO-DWR - Final optimization design/deployment as SME for the 135 site, 500 miles long SONET/Ethernet over Carrier Fiber Optic System (14 CWDM rings connected over ultra-long haul 100/200 GigE 88 Channel ROADM enhanced DWDM Backbone). Included engineering assistance in the IT infrastructure upgrades and Ethernet management over carriers.

Occasional SME consultant on municipality fiber optic master planning projects.

05/2011-11/2011; Contractor as TECHNICAL PROJECT MANAGER for Tait Radio Systems for the delivery of the VHF/UHF Land Mobile Radio system upgrades throughout Utah and Wyoming under the PacifiCorp MMR Project.

03/2010-05/2011; PRINCIPAL TELECOM ENGINEER for CC&E Engineers; Telecom engineering services (usually optical OSP and transport) as required, under an open contract. Interpret requirements, present solution, develop SOW with estimate, then execute per SOW.

09/2007-02/2010; Contractor as PROJECT MANAGER, SENIOR PROJECT ENGINEER for NV Energy’s largest and most complex telecom transport and infrastructure projects which include their $0.5 Billion HACC Project and $0.45 Billion ON-Line Transmission Line Project. Telecom primary and detailed design/spec and PM to full execution/cutover for; 1) 250 mile OPGW install of extra long-haul (multiple 90 mile spans) with DWDM supporting multiple SONET OC-192, GigE Ethernet and HD “virtual presence” CCTV; 2) 22 remote site Ethernet Based Microwave Backbone network including civil construction of remote sites; 3) New Combined Cycle Power Generation Plant; and 4) Multiple new EHV substations and Renewable Energy Generation Plants.

06/2005–08/2007; Lockheed/Martin, PROJECT MANAGER, SENIOR STAFF ENGINEER and DEPLOYMENT LEAD for the telecom transport and IT Infrastructure installed in support of the US Army CTC-OIS. Program provides an Ethernet-based network solution over fiber optic DWDM, Microwave Radio backhaul and 2G Cell transport for Voice, Mobile IP, Data and HD/Broadcast Video in support of Geo-space telemetry/control applications. Executed network design consolidation/integration from design teams with focused expertise, validation of the design and equipment specifications, procurement managements, installation, and integration with legacy systems and test/commissioning.

12/1994–04/2005; For KEMA Consulting, engineering & feasibility studies, and Project Life cycle engineering / management of at least eight (8) major ($25-100s of million) Fiber Optic and RF based countrywide “backbone” telecom networks in support of mostly foreign but some domestic power utilities including the world’s largest project of its kind, the Power Grid of India SC&C Project and Diversification Project.

7/1985-10/1994; For the USAF ETR Contractor (CSR), executed multiple telecom, telemetry and industrial control projects in support of US Government and NASA activities supporting Atlas/Centaur, Titan IV and Shuttle launch activities at the Kennedy Space Center, Cape Canaveral AFS and Patrick AFB.
