May 1990 - November 2006: DINA, Inc. Principal and Senior Contract Program/Project
Manager and Enterprise Architect
Served as Technical Program/Project Manager for several large Department of Defense distributed Information Technology programs and projects. These systems provided global interactive decision information support to over 6000 end users, including the top executives in the Office of the Secretary of the Army, Secretary of Defense, the Joint Staff, the Defense Intelligence Agency, the Drug Enforcement Administration and Commander in Chief, US Southern Command. All of the systems aggressively implemented state-of-the-art technology in terms of their hardware platforms, operating systems, network configurations and communications technologies. The hallmark of each of them was an eagerness to support the organization's basic functional objectives and responsiveness to dynamic requirements. The systems’ architectures encompassed the highest levels of the US Government and the most forward-deployed elements of the federal force. Major strategic systems were integrated with very mobile access devices including tactically deployed satellite links and other forms of wireless connectivity. High grade encryption devices were routinely used. I oversaw all aspects of System Design and Engineering and routinely led efforts to provide cost effective transition plans for the migration of legacy Automated Information Systems to emerging technologies. I led a select team of 25 technologists that pioneered efforts to integrate all forms of information technology for a globally dispersed, internationally based team of teams. I served as the principal technical liaison with officials of foreign governments who collaborated with the US Government endeavors to interface crucial information systems across international boundaries.

This system was operational 24 hours per day, seven days per week. It provided on-line, interactive decision information support to 4000 local users and an additional 20,000-networked users worldwide. The system was networked to 35 other data centers in major subordinate commands.
