Drafted proposals, pricing and scheduling details for an international company seeking new US contracts valued at $25M and above. Provided direct liaison between FN Herstal’s Belgium headquarters and US DoD agencies, Department of State (DoS), and Department of Homeland Security (DHS) clients concerning import and export control and licensing for contracts valued at $5M sales per quarter. Drafted a company Standard Operating Procedures (SOP) for import and export requests, compliance, and licensing to ensure quick and error free DoS approval; reducing cycle time for authorizations and license approval by more than 50%. Implemented a monitoring system for all import and export activities to avoid DoS fines and equipment confiscation due to license expirations, equipment overstays and logistics errors. Program Manager, Concurrent Technologies Corp. 1995-2000
Established on site Program Management Office (PMO) supporting multiple DLA contracts with total value of $150M. Provided technical direction and functional expertise to engineering team during business analysis and initial design of a new acquisition system providing supply chain management for all DoD service branches. Implemented consistent business operations practices across PMO to streamline and increase responsiveness to DLA. Provided daily liaison with DLA executives and Army flag officers to increase communication effectiveness, reduce response time among project participants and ensure program consistency among ongoing projects.
Subcontract Manager, IBM Corporation 1984 -1995
Established and managed multiple subcontracts valued at $35M providing weapon systems subassemblies. Drafted SOW to define subcontractor efforts, negotiated contract value, analyzed and reported schedule and financial status to IBM executives. Managed all subcontract administration that included documentation, negotiations, correspondence, certification, financial reporting and product delivery for complex and large subcontracts and coordinated approval with all appropriate management and staff. Served as subject matter expert on subcontract interpretation and reviewed subcontracts for terms and conditions compliance. Collaborated with Program Mangers ensuring fulfillment of subcontract requirements. Subassemblies delivered on time and within cost baseline.
Provided project management for design and integration of 4 Helo Training and Simulation systems at two US Naval Air Stations. Additionally performed as subcontract manager, providing technical and cost oversight for four major subcontractors responsible for $20M in contract value. Negotiated with supplier and contractors to prepare and administer agreements and ensure adherence to IBM performance levels and company polices. As US Navy continued to incorporate enhancements into system, revised schedule and technical documents to reflect retrofit and redeployment. Contract value grew to $10M per year, added additional platform systems and increased customer satisfaction levels.
Organized and coordinated the IBM application for the U.S. Department of Commerce Malcolm Baldridge National Quality Award. Wrote section 3.0, Strategic Quality Planning, compiling data from six sites across the United States to produce the highest scoring section of the application. Awarded runner up in manufacturing section.
Assigned as lead to address issues noted on recent DOD contractor improvement list. Conducted process improvement exercise to revamp bid and proposal process; emphasizing need to quickly respond to government requests with timely and accurate information. Revised process was accepted by DoD and implemented across division. Significantly reduced manpower and hours for proposal submittal, increased effectiveness of proposal review by customer and allowed division to be removed form contractor improvement list.
