Major Responsibilities

I have been involved in all aspects of environmental and safety programs dealing with the United States Environmental Protection Agency (EPA). I have worked under contract with the EPA to write standard operating procedures (SOP) for inspections dealing with Chlorofluorocarbons (CFC), LDAR, Resource Conservation and Recovery Act (RECRA), Storm Water Protection Plan Procedures (SWP3), diesel testing and inspection and various other programs. In each of these programs I have written different SOP dealing directly with the Code of Federal Regulations (CFR) specific to these requirements for individuals and commercial operations. In dealing with the various aspects of the programs I have become very familiar with the regulations as it pertains to commercial or operation of the property.

2004-Present

AGP Consulting Services, Inc.

VP Technical Director – Work with various entities dealing with environmental concerns. Wrote various standard operating procedures for clients and established checklist of record for verification of required regulations. Set policy for testing of products and specification of products according to state or federal regulations.

Geo-Testing of Texas

Branch Manager – Testing and field technical director for construction materials, environmental concerns and plastic products. Worked with different agencies to obtain permits and community group to review proposed environmental impact of proposed land development, landfill sites and chemical waste sites.

AGP Laboratories, Inc.

Chemist and Technical Director – Worked with various manufacturers to upgrade equipment for production, improve quality and troubleshoot variation of processing of different polymers. Develop programs for field personnel and safety on-site that fulfills OSHA requirements.

Poly-America, Inc

Production and Quality Control Manager. Responsible for production of blown film, reclaim of plastic, washing and drying of dirty resin, and quality control of incoming and finished products. Oversee safety procedures and design programs to promote safety within the factory.

Other Experience

As Senior Project Manager for construction, forensic investigation, and product development, Mr. Youngblood has proven himself as a technical advisor for product development, testing and field services associated with the manufacturing and quality assurance/quality control of plastic materials. Oversees the analysis, testing and forensic investigation of adhesives, polymers and construction materials.
