Project Engineer – Contract August 2015 – March 2016

Technical lead of electro-mechanical control actuation systems for the M982 Excalibur Ib and SM-3 Block Ib programs. Offered guidance and leadership in the resolution of isolated and systemic discrepancies found in production environments. Executed project based solutions by implementing technical innovations in a timely manner.

Orchestrated material review board projects to resolve discrepancies and offer disposition; authored test plans, directed testing and presented technical presentations including fault tree analyses.

Prepared proposals, engineering change orders, and vendor process change documentation for customer review; engaged in ongoing technical dialogs with customer peers to foster test methodologies and technical solutions.

Metro Publishing Inc. North Bay Bohemian, Santa Rosa, CA

Business Solution Software Development / Circulation Manager – Contract 1999 – July 2016

Implemented customized and innovative business solution software systems for circulation and editorial applications; provided functionally persistent data structures to maximize cost savings, operational throughput and revenue opportunity.

Created an expansive relational database in Microsoft Access to manage routes of delivery, quantity of copies placed, auditing and adjusting placement for returned copies and driver payroll; replaces a manual listing with a fully functional application that allowed accurate data entry and autonomous management of information to provide previously unknown statistical insight and support of revenue building business decisions.

Developed and implemented a customized relational database in FileMaker Pro to tally readership ballot data, resolve category winners, establish assigned call lists to bolster advertising sales and produce an accurate listing of 500 category winners in three counties; replaces a manual listing with a client / server based application that optimizes revenue, reduces and distributes work load and insures accuracy.

The Ensign-Bickford Company, Aerospace & Defense / Research & Development, Simsbury, CT Systems Engineering Manager 1994 - 1999

Accountable for proposal development, cross-functional management and execution of programs on time and within budget; includes developing responsive and effective customer relationships, administering the financial stewardship, planning, scheduling, design, development, qualification, and production of mechanical, energetic, electronic and optical components and systems.

Directed large scale, multimillion dollar development programs, including the Boeing Sea Launch® Payload Fairing Separation System (PLFSS), US Army Explosive System Minefield Breaching (ESMB) and Seek and Destroy Armor (SADARM).

Effectively managed cross-functional teams of at least 25 designers, engineers, technicians and administrative professionals in a matrix organization to foster a collective mindset of best practices that ensured qualified hardware designs could be accurately reproduced.

Conquered the challenges of winning the proposal, developing new and innovative component designs and manufacturing methodologies to be orchestrated into the premier commercial laser initiated ordnance system for successfully separating the fairing and the spacecraft from the Boeing Sea Launch® vehicle.

Orbital Sciences Corporation, Launch Systems Group, Dulles, VA

Senior Ordnance Systems Engineer 1991 - 1994

Managed ordnance component and system programs through development, qualification, lot acceptance, vehicle integration and successful launch operations for the Pegasus® and Taurus® launch vehicles.

Conducted investigations of outmoded designs to resolve the root cause of flight failures and then direct problem solving innovative design changes through development, qualification, and integration into vehicle production; included expanding tube, linear shaped charge, and gas generator systems for payload fairing deployment, and solid rocket motor staging events.

Established best practices for understandable and reproducible installation, testing, and requirement documentation; dramatically improved the confidence, reliability, and integration time for all aspects of the ordnance systems employed on the Pegasus® launch vehicle.

Created innovative solutions and methodologies through the hands-on direction to mentor the technician professionals for ordnance testing and installation, launch vehicle assembly and final launch readiness operations.

Intelligent Surgical Lasers Inc., San Diego, CA

Design Engineer – Contract 1991 - 1991

Developed mechanical components and assemblies by creating Computer Aided

Design (CAD) drawing documentation, and served as production liaison of precision optics assemblies for a premier cornea surgical laser system.

Interfacing directly with the project scientist, took the specifications for performance and independently created complete designs for high precision optical mounting assemblies with as many as six axes of positional freedom.

Authored inclusive CAD drawing packages and by establishing effective relationships with the producing technician professionals to insure accurate fabrication and on time delivery of components and assemblies.

Teledyne McCormick Selph, Hollister, CA

Project Engineer 1988 - 1990

Technically supervised and coordinated the development and production programs for energetic components and systems utilized in military aircraft and space vehicles.

Technically cognizant to produce explosive linear products and component assemblies; including linear shaped charge, deflagrating and detonating cord, detonators, pressure cartridges, gas generators, cutting devices and time delays.

Developed to production Safe-and-Arm devices employing highly detailed machined components providing hermetic sealing and precision assembly, and the mechanistic integration of ball detent sliding barriers, rotary / linear translating gear assemblies, cam actuated electrical switches and torque motors.

Morton Thiokol, Inc., Wasatch Division, Brigham City, Utah

Design / Project Engineer 1984 - 1988

Maintained, developed, documented, and served as technical liaison for the Peacekeeper and SICBM ordnance programs.

Produced CAD layouts and engineering drawings, and prepared requirement specifications for the development, qualification, and production of ordnance components and systems.

Analyzed the form, fit, and functional impacts of proposed design changes; conducted development, lot acceptance, and qualification testing; and coordinated documentation review and approval.

Sonoma State University

MS, Computer and Engineering Science 2010

Thesis and Application Development:

Machine Learning Characterization and Optimized Search - Demonstrates how machine learning can be applied to optimize the search for a solution in the problem space of peg solitaire game play. The thesis of this work exploits the naïve Bayes probability of solution for any given configuration of pegs to selectively pursue the most feasible sequence of moves to optimize the search for a solution. Developed extensive analysis tools in C++, Java and C# to model and evaluate efficiency in game play; implemented advanced computational theory, employed relational databases, graphical user interfaces, and data charting.

Research continues by modeling the complete problem space of linear and two-dimensional game play in the effort to support the writing of a journal paper.
