Overall Job Purpose:
Planning for strategic crew rotation, identifying right candidates to meet vessel’s requirement/matrix/safe manning, organizing crew changes, and monitoring all activities related to crew matters.
Crewing Duties
Ensuring that planning of reliefs carried out in accordance with terms and conditions of employment.
Ensure all vessels are manned in compliance with the requirements of the safe manning certificate, Flag state and International requirements and other applicable legislation / agreements, monitoring and maintaining the agreed manning level once established.
Monitoring officer’s matrix and updating OCIMF /SIRE website.
Briefing Manning Offices, which act on the Company’s behalf, regarding vessel recruitment requirements.
Planning the appointment of sea personnel to vessels in accordance with Company procedures, agreed terms and conditions of employment and specified experience / qualification requirements.
Ensure that the Manning Offices / Recruiting Agents follow the crew appointment procedures.
Identify the training needs of crewmembers and send to the training Manager. Making recommendations regarding non-certification related crew training (in addition to STCW and any statutory requirements).
Collating crew appraisal and for initiating the appropriate follow-up action.
Ensuring that pre-engagement screening of sea staff regarding drugs and alcohol usage is conducted and for updating personnel records with information concerning drugs and alcohol testing.
Attending to crew welfare matters.
Inform the Crew Manager/Gen Manager of any problems regarding the recruitment process and including the performance of Manning Office / Recruitment Agents.
Budgetary Duties
Preparing estimates of crew costs and budgets for individual vessels.
Ensure all costs committed are accrued and actualized on receipt of Original invoices.
Monitoring of crew budgets and ensure those budgets are adhered to, through effective cost control.
To ensure monthly crew budget variances are explained for the respective vessels. Recommend and implement proposals approved by the GMC to reduce costs and maintain budgets.
Administrative Duties
Monitoring of Crew P & I claims.
Assisting Insurance Staff as required.

Crewing Duties
Ensures that all ships are crewed in accordance with the individual principals instruction/specification.
Ensures that sufficient number of qualified crew is at all times available for the principals vessels, while keeping the Stand By pool as small as possible
Responsible for the timely hiring and embarkation of qualified crew
Responsible for ensuring that only qualified, competent and medically fit crew is sent on board ships in accordance with the STCW’ 95 convention.
Ensures that unwanted crew are not allowed back into the pool and that when dismissal(s) occurs, correct procedures are followed both abroad ship and ashore.
Conducts pre-departure orientation seminar for the crew.
Ensures that proper action as per procedure is taken for crew not reporting when called upon.
Responsible for ensuring that the company is updated on status of current and upcoming national/international requirement of officers and rating.
Responsible for rotation planning of senior officers.
Ensured that regulatory crewing reports are submitted on time, including quarterly report on crew retention and attrition rates.
Responsible for maintaining a communication dissemination system to ensure the efficiency of crew related operations.
Ensures that incoming messages from the ships/principals are replied to promptly and in a courteous manner and in accordance with their request and including in weekends and holidays.
Responsible in ensuring that the computerized crew management system (OCS ) is fully updated on all functions that falls under his area of responsibility.
Responsible for ensuring that the crew management system ( OCS ) is fully utilized.
Ensures that responsibility stated under “ Crewing Department, Responsibility ” other than stated here are complied with, disseminated to and understood by his section.
Supervises encoding in OCS of individual crew’s performance evaluation report. Ensure that those cited not for re-hire are informed at soonest time possible.
Ensures the early reporting to the relevant embassy of cases relating to the :
Misuse of abuse of visa, as in the case of crew desertion.
Loss of theft of U.S. visa.
Budgetary Duties
Accomplishes budget worksheet for his section’s estimated capital expenditures ( purchases ) and potential requirement for human resources for the coming year.
Ensures that crew changes are performed within agreed economic and time frames.
Administrative Duties
Responsible for his section’s staff adherence to the company personnel policies.
Responsible for monitoring the effectiveness of Crewing Department related procedure.
Coordinate first with President/Gen. Manager before taking action on office administration related matters.
Coordinate with the President/Gen. Manager in the monitoring of subcontractors whose performance has a direct impact on his area of operation.
