Client: Federal Energy Regulatory Commission (FERC)

The eLibrary Cloud (eLC) is a document management system at FERC designed to receive filings from the public and regulated entities, as well as Commission issuances, maintain those filings in a library to function as the system of record for all Commission issued orders, industry filings, and public comments, and provide a common location for related internal FERC documentation. eLC, a Major Application (MA), provides an extensive set of tools that enable both users internal to FERC and external public users with an updated platform for organized and accessible document classification, indexing, search, retrieval, conversion and reporting.

IBM Content Navigator (ICN) is the user interface to access the P8 repository and provides the searching capability. In addition, the data entry workflows are processed in the ICN interface for paper submissions along with loading electronic files from CDs. Web searches and document retrievals are also implemented using the ICN interface. Datacap supports the capture and quality control process for paper documents including those generated from a large-format printer and a microfilm conversion workstation.

IBM Enterprise Records (IER) implements the file plan on the records within the repository.

eLC is hosted in the Amazon Web Services (AWS) Cloud. eLC is a configured set of enterprise content management (ECM) IBM and Oracle commercial off the shelf (COTS) products.
