PROFESSIONAL EXPERIENCE:

City of Lompoc, Lompoc, CA June 2016 to October 2016

Senior Civil Engineer was responsible for review of certified payrolls and compliance documents for various completed capital improvement projects for the Engineering Division of the Public Works Department, These duties included the review, compilation of data and summary and documentation of required information and documentation required from the contractor for compliance with State and Federal requirements for reimbursement of said funding for past projects. Also included duties involved update of the Quality Assurance Program for the City to meet Caltrans requirements. Review of plans, specifications and estimates to assure compliance with standards and for avoidance of future discrepancies and questions for upcoming and future projects within the City’s Capital Improvement Program.

City of Clearlake, Clearlake, CA January 2015 to October 2015

City Engineer is responsible for supervision and oversight of the Public Works Department, Engineering duties following the retirement of the existing City Engineer for the City of Clearlake. The Public Works Department includes supervision of installation of additional storm drainage facilities to supplement existing drainage in a lake community where improvements are very basic, street and road funding coordination with Caltrans to meet all formal documentation and environmental requirements, sidewalk repair, traffic engineering duties for necessary improvements in the city, city facility maintenance projects, capital projects, engineering, review of development projects and other related services. Also served at the City’s Flood Plains Administrator and flood zone issues in a lake community, which has many homes in the vicinity within flood areas. Worked as City Liaison for Cleanwater Program under the NPDES program and worked on restructuring the City’s Stormwater Management Ordinance to meet the current year storm water requirements for development in the city.

City of Lakeport, Lakeport, CA July 2014 to January 2015

Interim City Engineer was responsible for supervision and oversight of the Public Works Department, Engineering duties during the period of recruitment for a permanent City Engineer for the City of Lakeport. When a suitable replacement was not found, continued to provide engineering services as needed. The Public Works Department duties includes water distribution evaluation for future main street project, reclaimed water needs and capabilities for the city’s future, storm drainage evaluation for upcoming development and provision of Clean Water requirements for the NPDES program, streets design supervision for upcoming downtown project, sidewalks, traffic engineering duties as required, capital projects proposals, engineering review of development projects and other related services.

Pacific Gas and Electric, Concord, CA April 2013 to December 2013

Provided project management and staff coordination expertise for PG&E. Performed all duties required for contracting out 20A projects, which could not to be completed by internal PGE staff.

Senior Project Manager/Civil Engineer/Operations Manager responsibilities involve assisting with the general management of the San Francisco office, as well as with the management of projects, including risk assessment; evaluation and forecasting of future problems and issues; and reporting to the Federal Transit Administration (FTA) for project management oversight (PMO) task orders in San Bernardino, Riverside, Sacramento, San Jose, Santa Clara, Oakland Airport Connector, and San Francisco. With regard to the Oakland Airport Connector Project, worked closely with BART staff to evaluate the various options for the conceptual design for the project including the final selected project utilizing the Flatiron, Parsons, Dopplemeyer Rope Loop concept. This included all infrastructure required for all different concepts and the impacts to the Oakland public right of way as well the airport operations.

Interim General Manager/Project Engineer responsible for planning, directing, managing, and overseeing the activities and operations of an independent water utility service district, located in an unincorporated area of northern Sacramento County. Accomplishments included work on annexation of a new residential development to the California American Water District service area, approval of a settlement agreement to avoid litigation by the employees, crafting a 3 year memorandum of understanding and labor contract with the employees, and successfully executing the duties of the office manager and executive officer at agency board meetings.

City of Vallejo Public Works Department, Vallejo, CA. July 1998 to April 2006

Director of Public Works responsible heading and representing the department for planning, directing, managing, and overseeing the activities and operations of the Public Works Department consisting of various department divisions including:

An Engineering Division with traffic engineering, development review, and capital improvement responsibilities. Division operations included designing; surveying; developing plans, specifications, and cost estimates; constructing; and inspecting roads, highways, appurtenant structures, and traffic and lighting systems on all capital projects and required coordinating work efforts with the appropriate federal, state, and local agencies. Duties also included the implementation and administration of the city’s waste management program.

A Transportation Division which provided transit services using more than 70 buses, four high-speed ferries, and local taxi and paratransit systems. The ferry system (Baylink) transported more than 3,000 passengers/commuters per day to San Francisco. The bus system served all of Solano County and also provided extended service to Sacramento and San Francisco, as well as to Bay Area Rapid Transit (BART) District connections in Contra Costa and Alameda Counties.

A Maintenance Division responsible for handling and operation of public facility and infrastructure maintenance, equipment maintenance, and marina operations. Public facilities included buildings and building facilities for both employees and the public at large. Infrastructure maintenance included the maintenance of streets, sidewalks, and public right-of-way, as well as traffic signs, roadway markings, and traffic control and street lighting systems. Operation and Maintenance duties also included oversight of all maintenance vehicles and equipment for the city’s fleet system. Also included the oversight of the transportation division fleet for ferries, bus, and paratransit systems. The transportation system operation and maintenance duties involved the oversight of specialized consultants with expertise in the specific system needs for day to day function.

A Landscape Maintenance District Division responsible for the administration and oversight of 28 landscape maintenance districts within the city.

A Water Division responsible for providing domestic water engineering, treatment, and distribution services for the City of Vallejo, as well as neighboring cities.
