Management Experience

Experienced in all levels of management from technical supervision to managing large, complex, engineering development projects, and highly specialized product research efforts. Projects ranged in budget from $5M to $25M, with a staff of up to 20 engineers.

Proven excellent functional, project, and technical management skills. I have repeatedly been utilized to plan, develop, and organize project teams for numerous endeavors including production program developments and other new business activities.

Experienced in developing and tracking project budget and schedules, and subcontract management. Work and present well before the customer, including multi-national collaborations where cultural interests are addressed to enable smooth program operations.

Instrument and Product Development

I have been directly responsible for system and requirements definition, hardware design, development integration, and fabrication of complete flight test vehicles including control systems, guidance seeker and electronics, mechanical components such as rocket motors and airframes, and autopilot software. Developed vehicle instrumentation modules that include communication datalinks, telemetries, inertial reference units, antennas, avionics, harnessing, and batteries. These are very large vehicle system projects.

Designed and developed subsystems for Airborne Radars and Commercial Satellites, All-Up-Round vehicles for Tactical Missile and Ballistic Missile Defense Systems providing analytical and design team coordination, vehicle design and systems point of contact to the customer community, technical direction, requirements allocations, qualification test supervision, cost and schedule control, subcontractor liaison and factory support.

Technical Excellence

Received the 2003, 2004, 2006, 2007, 2009-2016 Raytheon Inventors and Authors Recognition Awards, 1996 Hughes Electronics Corporation Award for work on innovative mechanical mechanism designs, propulsion, electronic architecture, and advanced material technologies. Elected by peers as Raytheon’s Principal Mechanical Engineer with Honors, year 1999. Elected by Raytheon for Hispanic Engineer, Outstanding Technology Achievement Award for 1998, 1999, and 2000. Proposed and managed 20 university research projects over 15 years totaling $3M.

Proposal Development
