SUMMARY: 20 plus years of experience in the field of Computer Science and Information Systems

EXPERIENCE:

Northrop Grumman Corporation, State and Local Government

VA – Department of Mines, Minerals, and Energy

P.O. Drawer 900

Big Stone Gap, VA 24219

February 1999 to Present

Systems Engineer:

Management:

I am presently one of 4 project managers that deals with the process of upgrading Virginia agencies to the latest versions of Microsoft operating systems, Microsoft software (including such things as SQL, Office, ... all of Microsoft’s software ). This is quite a process when you look at making sure all their ( the agencies ) software, files, etc. are able to work in the new environment. At present everyone is on at least Microsoft 2008 and some have been upgraded to 2012. Note: Microsoft has changed a lot in the 2012 version that requires and understanding about … example.. how patches are done…. Etc.

For 3 years before taking the responsibility noted in paragraph one I was the lead Northrop Grumman/VITA individual in the Bristol district. These responsibilities include managing all the contract employees, managing two additional supervisors as well as all the employees that work at the Department of Corrections sites and the Department of Mines, Minerals, and Energy. This requires frequent contacts with the management of these locations, including sometimes clearing up misunderstandings and clarifications of policy. Finally, I completed all evaluations of all Northrop Grumman employees in the Bristol District.

The 9 years before taking the additional responsibilities mentioned in paragraph two I was responsible for the infrastructure for the Department of Mines, Minerals, and Energy (DMME), During this time I was the lead for the year 2000 conversion, the migration to Exchange 2000 first from version 4 then to version 5.5 and lastly version 2000. Other major projects were SQL upgrades, a paperless workflow system, migration to virtual machines(VMWARE), and finally the migration to the active directory system. In each of these major projects I was the lead which required the organization, the management of the people involved, and the cost analyses and purchase of all equipment needed for these projects. They also required frequent updates to the directors of DMME, and frequent meetings to keep everyone moving on their portions of the projects. In each case a back out plan had to be prepared in the event that there were problems with the implementation of the project.

Another aspect has been the coordination of approximately twelve individuals that assist throughout the 5 sites. Each site had individuals that provide the first line of contact for pc support. These individuals needed to be kept abreast of current operating issues and constant updates to their individual knowledge of current technology used within DMME.

DMME also has an outreach program which provides the mining industry with needed access to public information as well as their own information. This also includes other state agencies and federal agencies. This information is provided via Citrix, dialup, and web access. I coordinate all of this access and interactions with the public and the federal sector.

Technical info concerning DMME and the Bristol District:

The present hardware system configuration consists of a wide area network (frame cloud) made up of six sites scattered throughout the state of Virginia. The system is primarily Microsoft 2000 (active directory). There are a total of 39 Windows 2000 and Windows 2003 servers, and each site is made of 3com and Cisco Switches. Two of which are gigabit in bandwidth. For remote users a PRI T1 line is used which will accommodate both ISDN and Modem connections. There is also a Citrix Meta server for use by remote users. SQL 2000 and Universe are the two database servers used and Exchange 2000 is the email server. A Microsoft IIS server is used for the Web site

Primary responsibilities include performing analysis on computer and telecommunications network configurations to ensure compatibility. Also, maintaining system operations by identifying and correcting problems areas, monitoring system activity, and developing improved methods of operation. Serving as field engineer to assist in the installation and set up of network servers and telecommunications equipment. I am also responsible for installing or overseeing the installation of operating systems and configuration when new hardware or software components are added as well as the handling of all file activity including storage, backups, organization access, security, restoration, purges and recovery. Developing thorough test criteria and testing all new and revised programs as well as providing technical assistance to programmers and analysts. Determining the most efficient and reliable method for accessing data files, also analyzing moderate to complex program level operations on a routine basis for adding, revising, or deleting on-line systems. Also software

maintenance on production software, which may include such things as the coding, testing, and/or installing of any needed modifications or enhancements.

Other responsibility includes the design and implementation of all wide area and local networks, which includes telephone, video conferencing, and data. Provide project management for a variety of projects, which includes such things as migration to Windows 2000, Year 2000 readiness, developing and initiating a security policy, and web development. Setting up and maintaining the web site including hardware, software, web design, and the updating of the Web site utilizing Front Page and Dreamweaver. Within these 6 sites there are at least two individuals per site that provides assistance that are manage and /or directed by this position. For the past two years this position has managed 6 Northrop Grumman employees in the west region of Virginia which includes the on going transformation activities, everyday support of all state agencies that are located in this portion of the Commonwealth, and on occasion go to other agencies within the region to provide guidance with such events as relocations and upgrades.

Medex Laboratories, Inc.

Laboratory

P.O. Box 238

Ravine Street

Kingsport, Tennessee 37662

March 1993 to 1999

Systems Administrator:

Management:

I was hired at Holston Valley Hospital (Medex Laboratories) to manage their laboratory computer systems. This system consisted of a mainframe (VAX), Anatomic Pathology System and a Novell network. During the seven years in this position I completed a variety of projects that took anywhere from 6 months to well over a year. The VAX system was migrated to an Alpha system. This required the purchase of a lot of computer equipment and an upgrade of the infrastructure. Every section of the laboratory had to be tested which required the coordination of all personnel involved. In each step there were different individuals involved with deliverables and deadlines. I updated the hospital top management on a regular basis concerning progress on the project. There was also the integration into the main hospital computer systems which required coordination with that hospital section in addition to the vendors of both systems. Other major projects were done which involved other hospitals, doctor offices, and reference labs. In each case I was responsible for the coordination, deadlines, and budget request to complete the projects. There were always at least two vendors and multiple user groups which included other hospital/doctor office individuals. In each of the above cases a back out plan had to be prepared in case there were problems with the implementation of the project.

Also, there was the day to day operation that had to be maintained. The hospital has 4 regulatory agencies that required logs and manuals be kept for periodic review. The security which is also reviewed by these agencies must be reviewed and updated monthly. And, of course, the yearly budget had to be submitted each July. These were all within my purview.

Technical:

Maintain the computer systems for a regional reference lab, which includes all the administrative duties on the Unix, Windows NT, and Novell computer systems. Designed, implemented, tested, and now maintain a networking system. The network is comprised of hubs, routers, switches, decservers, decmuxs, statmuxes, and modems. Networking responsibilities include monitoring, troubleshooting, and upgrading. The system utilizes the TCP/IP, IPX, and LAT protocols. Both token ring and Ethernet are utilized. The implementation required some programming in C++, Pascal and Visual Basic. This system is attached through an ethernet network to the hospital RISC 6000 and the Data General computers of which an HL7 protocol is utilized for the exchange of data. Other responsibilities include an outreach program (networking) to doctor offices, small community hospitals, and local nursing homes, the setting up of stat labs in the critical care units and in the emergency room and the development of workgroup systems utilizing windows 95 and windows NT. One of those workgroups was a financial and billing system. I recently setup a Novell wide area network using both Novell version 3.11 and Novell version 3.12. I am presently working on interfacing several small hospitals to our system through a CAI interface engine. These interfaces am well versed in the use of Network aids such as Openview and sniffers on both token ring and ethernet.
