Program Manager, United States Air Force, Patrick Air Force Base, FL (1995-1999)

Managed three major nuclear treaty monitoring programs for the Air Force Technical Applications Center (AFTAC), Patrick Air Force Base, Florida.

Led a large multi-functional Integrated Product Team consisting of engineers, scientists, technicians and managers from the Air Force and various defense contractors.

Wrote requirements, developed, integrated, successfully tested and deployed next generation seismic detection system becoming the premier system in the world to monitor the President’s Comprehensive Test Ban Treaty.

Controlled $140 million acquisition and sustainment budget, kept all programs on schedule and under budget.

Chaired and streamlined two Source Selections, performed technical evaluations of proposals and negotiated costs reducing the one-year process to six months.

Designated as Contracting Officer Representative (COR); managed contract compliance, maintained liaison and direct communication with the contractor.

Collected inputs from functional managers to analyze, synthesize and synopsize the contractor’s performance, briefed the commander of Aeronautical Systems Command.

Responsible for the development, acquisition and installation of the Alternate Processing and Correlation Center (APCC) which serves as the missile warning back-up capability for North American Aerospace Defense Command (NORAD).

Integrated several major missile warning systems to provide user friendly, high speed system to the customer within budget, exceeding specifications. Awarded Air Force Commendation Medal.

Re-baselined program to allow missile warning capability one year ahead of schedule.

Prepared critical program briefings for presentation to senior Air Force and Department of Defense leadership on system capabilities.

Developed test methods, planned, directed, analyzed and reported all testing.

Managed the engineering, development, integration, testing and installation of the U. S. Strategic Command Force Management and Force Survival System.

Deployed system ahead of schedule and under budget saving $5 Million.

Worked closely with U.S. Strategic Command Commander-in-Chief (CINC) to ensure all requirements were met by upgrading the CINCs Battle Management Center; enabled the CINC to structure forces to meet the changing world threat.

Managed the cost, schedule, performance, development, installation and testing of the Processing and Display Subsystem for five different Commanders-in-Chief (CINC). Delivered all systems on time and under budget, and provided training to all operators.

Authored Memorandum of Agreement with Canada for installation, test and logistics support for Canadian Command Center Missile Warning System.

Managed the production and deployment of the Command Center Processing and Display System Replacement (CCPDS-R) portion of the $3 Billion Cheyenne Mountain Upgrade Program. Replaced the Nation’s missile warning system at North American Aerospace Defense Command (NORAD), significantly enhancing our nation’s missile warning capability.
