District of Columbia Department of General Services, District of Columbia Public Schools, Washington, DC: Program Manager, 2015 - 2016

The District of Colombia Public Schools, DCPS has 120 public K-12 schools. The modernization of DCPS is a $2.8 billion design, construction and program utilizing a hybrid design-assist / design-build fast-track delivery method for the contracting of LEED Gold K-12 schools. Mr. Caballero directed the design and construction teams, and was responsible for the budgets, planning, design, quality, risk management, controls, contracting, construction, and delivery.

Los Angeles Community College District, Los Angeles, CA: Project Director, 2014 - 2015

The Los Angeles Community College District (LACCD) is the largest community college district in the United States, and one of the largest in the world. The LACCD consists of nine colleges and covers an area of more than 882 square miles. The $6.29 billion LACCD bond program entails the master planning, programming, design, and construction of projects at nine LACCD campuses and two satellite locations, over a 14 year period. As Construction Project Director, Mr. Caballero directed a project team of 18 program and construction management professionals, and he was the executive responsible for planning, design, construction and commissioning of 21 projects; several were LEED certified. This program budget was $200M.

Catholic Diocese of Arlington, Arlington, VA: Senior Construction Manager, 2012 - 2014

The Catholic Diocese of Arlington $150 million modernization program consists of 68 parishes and 42 schools, spanning 21 counties and 7 cities; an area approximately the size of half of the State of Virginia. The program entails the contracting of new construction, renovation, addition, and conversion projects, including schools grades pre-K to12, churches, rectories, and support facilities. Mr. Caballero directed the contracting, design, and construction management of 20 construction projects, included defining scope of work, forming strategic partnerships, administrating design services, constructability reviews, value engineering, delivery method planning, schedules, bid solicitation, prebid conference, award, contract negotiation, conflict resolution, payment applications, change orders, closeout, and working with municipalities.

National Geospatial-Intelligence Agency (NGA) Campus East, Ft. Belvoir, VA: Construction Administration Manager, and Mission Assurance Manager, 2007 – 2012

Spanning 2.4 million square feet on 130 acres, NGA Campus East is the largest vertical program delivered by the US Army Corps of Engineers since the Pentagon in 1943. The $1.5 billion LEED Gold project was constructed in just 42 months, delivered six months early. This project won 12 industry awards, including CMAA Project of the Year and the Marvin M. Black Excellence in Partnering Award. The campus consolidated 5 NGA sites around the Washington, DC metropolitan area, and houses 8,500 workers in six buildings: main office building, technology center with 1,200 blade servers feeding 20,000 computers, central utility pant, parking garage, visitor center and remote inspection facility, plus two bridges and miles of roadway and utilities. Mr. Caballero served as Construction Administration Manager for the US Army Corps of Engineers, and Mission Assurance Manager for NGA. He managed construction administration services and acted as the executive on-site representative of the 150+ member design team in meetings with senior stakeholder managers. Mr. Caballero specialized in bridging gaps between the design studio and the field, resolving challenges, and facilitating a streamlined, collaborative decision-making process. He supported the integrated program management office to mitigate risks, resolve complex issues and negotiate resolutions. As construction completed, he transitioned to the NGA Campus East Base Operations Support (BOS) contract leading a team of approximately 300 personnel, executive in working groups for program planning and contract interpretation, in charge deliverables, and the point of contact for stakeholders. After occupancy was complete, Mr. Caballero became the IDIQ Design-Build Manager responsible for planning, design, contracting, and construction of design-build projects. Mr. Caballero received both the NGA Star Partner Award in 2010 and the NGA Excellence Award in 2011.

Aerospace Data Facility East, Ft. Belvoir, VA: Senior Project Manager, 2005 - 2007

The program entailed multiple classified IDIQ design projects totaling over $200 million on a 1.5 million square foot building for the US Department of Defense. Mr. Caballero led several multi-disciplinary design teams in a wide array of projects, executed simultaneously. Project types included new construction, additions, modernizations and renovations of specialized mission- critical communications facilities, data centers, conference facilities, office space, security access controls, utilities, exterior infrastructure, satellite dish facilities and a new parking garage. Mr. Caballero was responsible for overall project management, programming, design, production of construction documents, construction administration, studies and reports, cost estimating, scheduling, quality assurance, constructability analysis, code analysis, presentations, and life safety and threat assessments.
