I have more than 15 years of experience in the construction industry in both private and municipal work. I have coordinated structural and civil engineering services for a wide range of project types including transit facilities, roads and bridges; the assessment and design of facilities for colleges, universities, K-12 schools, laboratories, multi-unit residential facilities, municipal buildings, libraries, office space, light industrial buildings, public parks, sports venues, streetscapes, roadways, highways, vehicular fixed and movable bridges, and railroad infrastructure encompassing passenger facilities. WORK HISTORY

Contract Consultants, Rancho Mirage, CA January 2015 to October 2016. Contract Consultants provide guidance and expertise to private contractors to help estimate, budget, schedule, and navigate local, municipal, state and federal requirements for construction projects.

A.P. Construction, Inc., Philadelphia, PA April 2012 to December 2014. A.P. Construction is a primarily heavy civil construction company. As a Project Manager, I was responsible for multiple projects from estimating, to bidding, through construction and closeout. I participated in marketing and business development.

REMA TipTop NA, Northvale, NJ April 2010 to June 2012. REMA TipTop is a worldwide manufacturer of heavy industrial coatings, with home office in Germany. I was recruited to establish an engineering and project management department. The purpose was to bring design services into the North American office; to make bidding practices uniform and organized; and to provide oversight for product installation.

KS Engineers, PC, Newark, NJ/Philadelphia, PA April 2002-April 2010. KS Engineers is a medium sized engineering company in the northeast, primarily focusing on roadway and bridge design, site design, and DOT inspection. I was hired as a construction manager, became a Team Leader, then a Project Coordinator and finally a Project Manager. I supervised design teams, inspection teams, and business development and established a successful Branch Office. As the Lead Project Manger in the Philadelphia Office, I was responsible for marketing and business development. Within three years the office grew from three people to fifteen design professionals.

PROJECT EXPERIENCE:

Delaware River Joint Toll Bridge Commission Multi Bridge Scour Remediation Project Manager responsible for the coordination of the construction of the remediation to the bridge piers of the nine designated bridges. AP Construction performed the remediation, which included several methods of stabilization for deteriorated piers and abutments. The project was worked through several storms and under adverse water conditions.

New Jersey Turnpike Authority Rehabilitation of Toll Utility Buildings South Project Manager responsible for the coordination of the rehabilitation of eight interchange buildings at exits 2 through 7A. The work consisted of addressing faults in the building envelope, the interiors, electrical upgrades, and mechanical rehabilitation work. The Project Manager was also responsible for all submittal the New Jersey Turnpike Authority’s ProjectMate software. The Project Manger also submitted invoices to the Authority through their CapEx software.

I-80 Open Road Tolling – Constructor’s engineer responsible for the value engineering construction coordination for AP Construction contract of the Open Road Tolling facility on Interstate 80 in East Stroudsburg, PA, for the Delaware River Joint Toll Bridge Commission. AP Construction, Inc., the firm that performed the construction of the ORT facility. The project was fast tracked in order to meet milestone dates required by the Commission, to maintain traffic flow during peak traffic dates. Using fast track design methods and coordination the contractor met the milestone dates and completed the work on time and was able to provide cost saving construction methods.

Interstate 78 Open Road Tolling – Project Director responsible for the design and construction coordination for the design/build contract of the Open Road Tolling facility on Interstate 78 in Easton, PA, for the Delaware River Joint Toll Bridge Commission. KS Engineers was the designer of record for AP Construction, Inc., the firm that performed the construction of the ORT facility. The project was fast tracked in order to meet milestone dates required by the Commission, to maintain traffic flow during peak traffic dates. Using fast track design methods and coordination with the contractor, the project milestone dates were met three weeks early. The project won the 2010 Design/Build Diamond Award from the American Council of Engineering Companies.

NJ Turnpike Authority, Bridge Deck Reconstruction Seismic Analysis & Miscellaneous Structural & Roadway Improvements (NJ Side) Structure No. P 0.00, Delaware River Turnpike Bridge Design, Burlington County, NJ & Bucks County, PA - Project Coordinator for the structural repairs, drainage and lighting design for the preliminary and final design of deck reconstruction and miscellaneous structural and roadway improvements on the NJ Turnpike's Delaware River Bridge, a major structure on the Pearl Harbor Memorial Extension.

New Jersey DOT, Route 21 Transportation Systems Management Including Replacement of NJT Bridge No 7.56 & I-280 Bridge Modification, Newark, NJ - Project Coordinator for the preliminary plans for modifications to the I-280 bridge over Route 21 and the NJ Transit air shafts on Raymond Boulevard; the design of drainage structures and regulating chambers; and administration of the boring contract. All design work was performed in accordance with the NJDOT Procedures Manual and NJDOT Design Manual, Bridges and Structures.

New York State DOT Region 11, Seismic Vulnerability Assessment, New York, NY – Project Coordinator, as a sub consultant to the Triventure of Earth Tech / B&H Engineering / Imbsen Associates, for the preparation of a Seismic Vulnerability Assessment Report for a portion of approximately 200 bridges on the Emergency Access Routes during the project’s first phase. A second phase, completed under a Supplementary Agreement, will cover approximately 1,000 additional bridges. Services included on this project consist of a data base search of existing condition required to seismically assess the bridges; review of existing drawings; visual inspection of the bridge including the verification of the required data necessary to prepare a detailed assessment of the seismic details; and preparation of a detailed assessment report outlining the seismic vulnerability of the structure.

NEW YORK CITY DOT, 145th Street Swing Bridge Construction Support Services, New York, NY - Project Coordinator for the reconstruction of the 145th Street swing bridge over the Harlem River in New York City; including the design and reconstruction of the central pier, fenders, rotating apparatus, and the superstructure.

United States Navy, Design/Build Services for Additional Parking and Security at the MCRC – Project Director responsible for the design and construction of an auxiliary parking facility at the Marine Corp Reserve Center, Wilmington DE. Prepared the required design submittals in accordance with the requirements of Section 01 33 10.05 20 – Design Submittal Procedures of the RFP. All submittals were developed in accordance with the Unified Facilities Criteria and developed in metric units as required by the RFP. Included in this task will be the required Quality Assurance and Control requirements as specified within Section 10 33 10.05 20 of the RFP. Also included are all of the required review meetings on the submittals and the Post Award Kick-off Meeting.

New York State DOT, Region 11, Concrete Vulnerability Assessment Project Coordinator for the concrete vulnerability assessment and repair schedule for the Bruckner Expressway. Responsible for coordinating the team’s work to develop a scope of work, plan repair drawings, field inspections, and recommendation for repairs to 176 piers within the elevated span.

New Jersey Turnpike Authority, Secaucus Interchange Design – Section 3, Secaucus, NJ – Team Leader responsible for design, schedule and construction support services necessary to construct Section 3 of the Secaucus Interchange Project. This work included the design of MSE access ramps, crash wall protection of piers where the Interchange viaduct crosses over mainline tracks, and coordinating the construction sequence and developing the construction schedule.

Metropolitan Transportation Authority Metro-North, General Engineering Consulting Services – 1, Engineering Design Services for West Hudson Station Pearl River II & Salisbury Mills Improvements (Contract 9438, Task Order M402-02-14 9438/TASK 059), Pearl River, NY - Project Coordinator for the development of the substructure for a prefabricated truss bridge over Muddy Creek within the proposed parking area at the West Hudson Line Station in Pearl River, NY.

Metropolitan Transportation Authority Metro-North Railroad, Grand Central Terminal (GCT) Train Shed/Met-Life Building, New York, NY – Team Leader responsible for the structural evaluation and design of the Met-Life Building’s lower roof. The project’s objective is to design support for new, heavier ventilation fans servicing the two existing airshafts, which pass through 12 stories from the subterranean GCT Train Shed to the roof of the low-rise portion of the Met-Life Building. Work included the design of all supporting structures on the roof of the train shed for the new ventilation system and duct work, researching data on the design of the Met-Life Building and the GCT Train Shed, verification of the existing structural condition and the preparation of bidding documents.

Prudential Center/Newark Sports Arena Design, Newark, NJ - Project Coordinator for the structural design of the new sports arena for the NJ Devils hockey team. The Team, working as a sub-consultant to The Thornton-Tomasetti Group, provided all foundation design, shop drawing review and construction support services for the entire 18,000-seat, 700,000 square-foot, $310 million sports and entertainment arena. The foundations of the arena complex were designed as spread footings on improved in-situ soil. Dynamic compaction was utilized to improve the existing soils to the required bearing capacity.

Philadelphia Youth Center Project Manager responsible for closing out the construction of the 210 bed, 150,000SF youth detention center; working with both the construction management firm and representatives of the City of Philadelphia. This process included following up on outstanding submittals, ensuring punch list items were complete and all necessary documents processed. The Youth Center is part of a larger Justice Complex that included a new Police Headquarters.

City of Philadelphia Water Department, General Engineering Services for Water Main, Sewer and Storm Water Capital Program as an “On-Call” Basis during 2008 thru 2010 - Project Coordinator for the preparation of Base Plans for Construction and Reconstruction of Sewers, Base Plans for Water Mains, Engineering Services for Sewers and Water Mains, and provide bid documents for the work specified including Plans, Proposals, and Special Specifications for the Reconstruction and Relay of Sewer and Water Mains.

Central Green Surcharge Philadelphia Navy Yard Project Manager responsible for the submittals and work coordination. The work included temporary erosion and soil controls, site clearing, and site demolition. Once the site was prepared, the surcharge was placed. Each surcharge load had to be documented, including the precise location within the Navy Yard from where it was taken and it location in the surcharge pile, relative to the witness layer. The soils within the Navy Yard are consider contaminated, but may be moved within the Navy Yard. The PA Department of Environmental Protection and the Philadelphia Water Department monitored the work. After the specified surcharge period, the material was moved off the surcharge site to a designated location. Again, each load removed was cataloged and monitored.

Board of Trustees, Orangeburg Public Library, Orangeburg Library Addition & Renovation, Orangeburg, NY - Project Manager responsible for the renovation and addition of one floor to this public library. Reviewed design for constructability with the design team; buy-out of job; and supervised construction.

Hudson County Department of Public Resources, Three Bridges in Lincoln Park over Truck Routes 1 & 9, Jersey City, NJ – Team leader for bridge design and construction management for replacement of one pedestrian bridge, removal of one pedestrian bridge, and replacement of one steel vehicle bridge over Truck Routes 1&9. Also responsible for coordination of the ADA access ramps and integrating bridge designs into the park’s landscape and meeting the park’s historical significance requirements.

Morris County Department of Public Works, Stephensburg Road Bridge Design, Morris County, NJ – Project Coordinator for design of this bridge. Project included conceptual design analysis of various culvert alternatives considered at each of the sites; analysis of staged construction alternatives to reduce the impacts of construction; constructability review to anticipate logistical problems that may be encountered; developed staging to minimize traffic congestion; and provided historic design elements to maintain the historic nature of the surrounding environment.

King Estates, Water Treatment Facility, Warwick, NY – Supervisor for the construction of a water-treatment facility with two wellheads, standby generator, chemical treatment equipment, and electrical switching as part of a township expansion.

Philadelphia Industrial Development Corporation, River City Infrastructure Improvement Design Philadelphia Navy Yard –Task Order Design Services – Project Coordinator for various projects under this task order agreement in which the work will have both direct implications on the design of work within the Town Center area of improvements as well as supply information required for future development of the Navy Yard east of Broad Street. These projects focus on the areas known as the Corporate Center, the Research Park, parking and building lots located adjacent to League Island Boulevard, and remaining Navy Yard site, encompassing the 522 acres east of Broad Street: Stormwater Management Analysis and Design; Sanitary Sewer Analysis and Schematic Design; Coordinate Existing Surveys and Traffic Analysis; Potable and Fire Water System

Philadelphia Industrial Development Corporation, Navy Yard Town Center Infrastructure Improvement Project, Philadelphia, PA – Project Coordinator for all civil and structural engineering, demolition design, landscape design and Owner’s Representative services. The project consists of the approximately 14,000 lineal feet of new streetscape, with the design and improvement to the existing storm and sanitary sewers and water mains. The project will also include the demolition of four buildings, site clearing, and streetscape improvements for eight streets. The stormwater management will include the development of a 2.5 acre public park and improved stormwater outfalls through out the Historic Core. The work occurred in the Historic Core area of the Navy Yard and requires that particular attention be paid to maintaining the physical integrity of structures and landmarks that surround the improvement area.
