Mass IT is State’s lead agency for technology and innovation also responsible for successful functioning of the Health Information Exchange project (HIX)/Integrated Eligibility System.

Act as a Key Liaison between the Business Stakeholders, System Integrator/Vendor (UHG), COTS & Custom Development partner (hCentive), various other Integration Partners (Dell, Maximus, Optum ID, FDSH, MMIS, CMS) required for the effective functioning of the system and, a member of the Contract Governance Body.

Ensured code freeze and system/release stability by appropriately engaging all the partners with the business and obtaining their sign-offs on the known issues that is needed to support the Open Enrollment Period for the Health Exchange.

Participate in Contract Negotiations, Task Order discussions and help in drafting the Scope of Work for the testing, LOE reviews and approval, Release Scope and timeline drafting and procurement activities on the program. Effectively manage and track the Change Requests and the Change Management Process and analyze its impact to the Releases and measure outcomes.

Redesigned the User Acceptance Testing approach for the state’s Medicaid agency and the Connector Care Authority (CCA).

Responsible for approving the deliverable expectations per the industry standards and actual deliverable reviews and sign-offs on Share-point and on the local project repository. Collaborate with the state’s Independent Verification and Validation team on their findings prior to be presented to the Centers for Medicaid and Medicare Services (CMS).

Successfully manage and lead the Process Improvement Workgroup’s initiatives, different types and phases of Testing as required by the State Based Marketplace/Integrated Eligibility Systems (Medicaid and Medicare) monitor and report progress on the same.

Direct and Build a solid testing and remediation plan from scratch to ensure that the Exchange is Accessibility Compliant per the State (WCAG2.0) and Federal Guidelines(508C) by using all the different Accessibility tools and browser versions in the market (AT/IT List)

Produce reports and presentations for the Executive Committee and Board Meetings in conjunction with the executives and the Accessibility Advisory Committee (AAC) for the state of MA.

Responsibilities:

Built the UAT strategy and the corresponding artifacts in accordance with the business stakeholders for the entire Network Data Management Program and for the five different projects with different initiatives underneath it.

Blue Cross Blue Shield of Michigan is a nonprofit mutual insurance company and largest health insurer in Michigan serving 4.5 million people.

Ensured that the Federal, State and the other taxes are computed accurately for the different businesses and health plans as required by the Affordable Care Act (ACA) and the National Health Care Reform (NHCR).

Developed the testing framework from scratch to perform the complex calculations that served as the go-to Artifact for all the future references by the back office verifications and business users. This also served as the basis of developing the Online Calculator tool on the application for access by a million external users.

Validate the end to end Claims Adjudication Process by working with NASCO.

Instituted the new deliverable submission and review process that improved the workflow, turnaround time that yielded high quality documents.

Recruited, trained and managed the onsite and offshore quality assurance team. Led Rational Clear Quest tool improvisation, customization and tool usage for maximum results.

NC’s DHHS manages the health and human services for its population including vulnerable citizens through lot of departmental initiatives by working in conjunction with their Medicaid System which has undergone a major reform.

Responsible for business analysis, use case analysis, creation of User Stories in JIRA, requirements gathering, project management, test development and documentation.
