Program Security Officer

As a Program Security Officer, act as the liaison between program and security management, providing the Program Manager and staff the necessary security guidance and expertise that assures the integrity of assigned programs. Communicated and provide cradle to grave comprehensive security support, analyzing and implementing risk management based policies and procedures. Provide security oversight for these special programs the ‘’A12, JSF, Sea Shadow and International programs. I was detailed to Technical Support Working Group Combating Terrorism Technical Support Office (TSWG/CTTSO) for a year. My assigned responsibilities at TSWG/CTTSO included, but were not limited to: personnel, physical, classification management, initial program indoctrinations, briefings, debriefings, and classified material control. This situation came at a time when TSWG/CTTSO was transitioning several new programs in addition to numerous program personnel. Provided security guidance to the Director, Program Managers, and staff on numerous, time-sensitive security issues on a daily basis. In each case, provided timely, accurate, and positive solutions to security issues, which had a direct impact on the success of the TSWG mission. On many occasions throughout this period, responded to resolve complex security issues with Senior Officials from outside agencies. Provided security over site for international programs at Naval Research Laboratory (NRL). Provided international program security policies guides (International Traffic in Arms Regulations, ITAR, Export Administration Regulations, EAR & Arms Export Control, AECA), for the contractors & subcontractor associated with the international program. During my PSO tenure, I supported bilateral and multilateral contracts. Due to the source, sensitivity, nature and extent of the information being shared. I ensured Facility Security Clearance (FLC), Cage Codes, Contract Security Classification Specifications (DD-254), and maintained security information exchange agreements were approved and validated via Defense Security Service (DSS) to include the Certificate Pertaining to Foreign Interest (SF-328). Ensured a record of compliance with pertinent U.S. laws, regulations and contracts by all foreign relations were in agreement base on Foreign Ownership, Control or Influence (FOCI). Also prepare & maintain programs for internal and external reviews, ensuring satisfactory assessments. Managed, prepared and coordinated all security related agreements, plans procedures, and policies to ensure program compliance. Ensure, all security incidents are documented and reported in accordance with the formats and timelines outlined in the DoD 5200.01 Volume 3 and the Navy Security Incident Reporting Instruction material from unauthorized disclosure, misuse, theft, assault, vandalism, espionage, sabotage, or loss.

Knowledgeable of information on current Department of Defense (DoD) policy, directives, and guidelines for special access program security and administration; including the JAFANS, NISPOM, NISPOMSUP, and the DoD OVERPRINT to the NISPOMSUP.

Served as the primary point of contact for the Washington Navy Yard “2013” tragedy for the Command.

Developed, evaluated, and implemented security program policy and/or direction. To include preparing and/or processing DD254’s, Tier Reviews, PARs & Accreditation for contractor’s facilities.

Knowledgeable of the Defense Security Service (DSS) roles and responsibilities, to include JPAS, e-Quip, and ENROL.

Prepared and/or reviewed security classification guidance, declassification, downgrading, and assisted with upgrading decisions.

Prepared and process DD254’s and RFP’s for Intelligence-Related Contracting

(IRC) programs.

Trained other security specialists and subject-matter personnel in security requirements and procedures. Provided daily briefing & debriefings to personnel routinely.

Validated TS & Collateral documents & media inventory for the program and contractor’s facilities under my cognizance annually.

Record & maintain a tracking database for all incoming personnel PARs. Review PARs packages daily for completeness and information accurate ces & for program indoctrination.

Conduct annual self-inspection to all programs & contractor facilities under my cognizance.

Maintain access control rosters & provided guidance for access control.

Validate clearances in JPAS & prepare, transmit and maintain visit certification letter for government & contractor personnel daily.

Provide security oversight in data transfer, media control & marking of media & review all security administration documents for all program facilities.

Maintain all SOP’s & Operation Security Plans for the government & contractors facilities.

Provide security assist in develop and maintain Treaty and Transportation Plans government & contractors facilities.

Provide security oversight; assist the FSO’s & the physical security functions of the facility daily.
