QUALIFICATIONS

Over twenty years mainframe experience as Applications Programmer, Systems Programmer and Manager of IT Services using IBM equipment and operating systems, for the New York State Department of Labor and NYS Office for Technology.

Application Programming:

Designed, programmed, tested, installed and maintained major components of the Department of Labor’s Unemployment Insurance compensation system. Provided both online (CICS, COBOL, Assembler) and batch (COBOL, JCL, IBM Utilities) programming and support services, including execution JCL and scheduling. Interfaced with user community and Analyst units to provide custom solutions to their specific business requirements.

Primary programmer for Unemployment Insurance online system (COBOL, Assembler and CICS, JCL).

Designed and implemented data entry screens and programs to facilitate Office Automation project.

Designed and administered RACF structures as needed.

Due to personnel changes, worked without supervision for over 18 months, performing Associate level duties and reporting directly to the Assistant Director of Data Processing.

Systems Programming:

Experience scheduling, installing, configuring, implementing and maintaining MVS (OS/390, z/OS) operating systems and associated products (JES2, TSO/E, DFHSM, RACF, SDSF, SMP/E), MVS subsystems NetView Access Services, base NetView,System Automation, and CICS (MRO environment). Expanded into Linux for z/Series via implementation of Oracle Performance Warehouse Databases.

Assigned as lead for OFT’s CICS support unit. Coordinated maintenance, upgrades and support for 5 different agency CICS environments.

Designed, coded, installed and maintained agency-level custom utilities and monitors.

Planned and installed several operating system upgrades (including associated MVS products), both for maintenance and concurrent with hardware upgrades.

Determined installation, testing and implementation schedules.

Performed RACF Administration duties for MVS and CICS.

Installed DFHSM and implemented System Managed Storage, writing initial ACS routines.

Installed upgrades and managed application migration from CICS/OS 1.6 thru CICS/Transaction Server (CICS/TS for OFT).

Designed and implemented Labor Department’s CICS Multi-Region architecture including required security definitions.

Manager of IT Services:

Oversaw OFT’s Online Transaction Processing unit which provided support services to State agencies for CICS, DB2, OracleDB. Performed duties necessary for smooth consolidation of individual agency IT services

into OFT. Continued Systems and Applications activities as required.

Co-managed projects migrating supported agency output processing to IBM Content Manager OnDemand.

Coordinated and oversaw OLTP upgrade and installation projects for multiple OFT customers.

Attended CIO/OFT Project Management training.

Retired (55/30) from NYS service in December 2011, to avoid the impact of state fiscal cutbacks.

Have been taking classes in C++ and Linux System Administration.
