Developed operational and financial policy and maintained guidelines for daily fleet operations through inspections and audits of the fleet functions as the lead auditor who supervised a team of inspection auditors for the maritime administration. Determined and interpreted policy from the Department as it impacts the Maritime Administration and reserve fleets. Conducted and supervised performance and compliance audits of administrative functions, personnel functions, financial transactions, and fleet management reviews in accordance with fleet manual guidelines. Wrote quality assurance reports from audit inspections that were conducted onsite at each fleet, and developed courses of action for the fleets, making independent changes to the fleet manual as needed or when circumstances dictated. Team leader for major business process improvement reorganization and business process review effort for the Most Efficient Organization during an A76 study which lasted over 27 months from initial study to complete implementation at full performance level of the contract. Planned, directed, led, and implemented the government estimate for the A76 study, supervising a team of specialists and technical experts (13 personnel) in the fields of Human Resources, Change Management, Technical engineering, Budgeting, Finance, contracts and acquisitions, auditing, and Personnel policy. I drafted and edited, and approved the final documents for the A76 study for the government estimate. The team consisted of employees GS 11 through GS 15. I supervised two contracted contractor support personnel for this effort. The result was a successful “in-house” retention of the work that was openly competed. The project was valued at $35 million dollars annually over a ten year contract period. The cost of the final study including contractor support and direct costs was $4.8 million dollars. I was assigned as the contract administrator and COTR for this contract as well as the auditing program manager for policy implementation and direction of the new A76 fleet work group.
