Responsible for cost modeling, estimating and proposal development for packaged central chiller plant projects. I also monitored and reported on project cost performance during the manufacturing process to track project gross margin targets. I collaborated with Engineering and Production to ensure that cost models were accurate, and reflected current job costs and current designs of Central Chiller packages. Prepared manufacturing cost estimates as needed and worked with Sales to develop project proposal costing. Responsible for baseline budgeting, monthly cost reporting and forecasting, and goals statusing on an enterprise SAP Implementation Project ($200,000,000+) involving the Electric and Gas Business Units (Houston Lighting & Power, Arkla, Entex, Minnegasco). Implemented a Capital Cost Allocation Model to distribute cost to the Business Units based on their estimated savings

(Houston Lighting & Power – Power Plant Operations) 1990-1997 Supervisor - Estimating/Project Controls

Supervised the preparation of approximately 800 capital and maintenance project budget estimates with an aggregate value over $370 Mil used to promote effective investment planning at the generating stations. For the more complex Projects, we utilized range estimating and probability analysis to predict the most likely Project cost outcomes and to determine budget estimate contingency levels. Also responsible for annual budgeting, monthly cost reporting, and milestone schedule on a $122 Mil combined cycle gas turbine refurbishment project which was completed on schedule and under budget. These tasks were accomplished with a staff of (3) professional estimators and (1) project controls analyst.

(Houston Lighting & Power – Power Plant Operations) 1981-1990 Lead Proj. Controls Analyst

Responsible for Project cost controls - interface with contractors on project estimates and schedules, prepare annual budgets and milestone schedules, monthly cost reporting and forecasting on generating station capital projects as follows: Cyclic Conversion Project ($122 Mil) - Modified of (5) gas boiler units for cyclic operation in response to load demands.

Baghouse Project ($190 Mil) - Installation of technology on four existing coal-fired boiler units for scrubbing furnace exhaust gases of particulate matter. Limestone Generating Station Project ($1,300 Mil) - Grassroots installation of 2 lignite-fired boiler units.

Responsible for cost control activities on engineering design and construction projects - set work breakdown structures (WBS) and procedures for recording and tracking project cost, monthly and quarterly cost reporting, progress calculations and reporting using earned value techniques.
