Vali- Cooper International, LLC (New Orleans, Louisiana) As the Project Engineer for the Architect/Engineer firm responsible for the major maintenance project and tasks at the Department of Energy Strategic Petroleum Reserve, I am responsible for developing task order packages, current working estimates, preparing variance analysis, as well as participating as a member of the Project Delivery Team responsible for more than 41 projects valued at more than $42-million in construction projects annually. Projects include repair and replacement of petroleum lines, brine lines, and critical infrastructure components with in the Strategic Petroleum Reserve sites located throughout Louisiana and Texas. SEABROOK GATE COMPLEX PROJECT

US Army Corps of Engineers, Hurricane Protection Office (New Orleans, Louisiana) As the Senior Project Engineer for the construction of this $165 million project, involving the filling of the existing canal to eliminate a deep scour hole due to tidal currents, in order to build a firm foundation for the gate. Coordinate with the design team and the contractor’s staff to develop the plans as this was an ECI (early contractor involvement) design to provide the fastest, most cost effective method to complete this project on time and within the not to exceed cost. Compiled the final record plans and specifications or “AS BUILTS” for the project as well as the Manuals for Operations and Maintenance.

Responsibilities: provide construction support for the contractor’s daily work activities, conceptual design review for constructability, review of design documents, performing submittal reviews for acceptability to meet design technical objectives, ensuring code compliance with federal and state agencies, monitoring daily activities for maintaining EPA/DEQ compliance for the project, reporting to the USACE Project Manager and Resident Engineer. Coordinated with the local levee board and USACE locks and dams staff to train personnel in the operation of the Seabrook Gate Complex. Provided hands on operation of the Seabrook gate to protect the City of New Orleans during the 2012 tropical event, Hurricane Isaac, the first real event to test the Hurricane Protection System since completion.

Direct management of projects and supervision of contractors in the construction of Roads, Highways and Bridges including: $5 million, 3.75 miles of 4-lane on U.S. Highway 61 in Claiborne county. Coordinated with utility companies in the relocation of facilities and inspected relocated facilities for the widening and adding of 2 additional lanes for 37 miles of U.S. Highway 61. A $3.5 million reconstruction of Interstate 55 Right of Way fence

(duties included preparation of all plans and estimated quantities); An $8.9 million reconstruction and resurfacing project on Interstate 55. Construction of guardrail replacement to improve safety along U.S. Highway 61(project covered sites along 118 miles through Jefferson, Claiborne, Warren, Issaquena and Sharkey counties). Conducted all surveying and preliminary engineering on 10 miles of 4-lane roadway on U.S. Highway 61 in Jefferson County (Adams Co. line north to Fayette Bypass). Construction of a

$3.4 million multi-bridge replacement with a 1.5 miles of 2-lane on new alignment (project area was located in an endangered species habitat). Provided engineering and surveying expertise along with documentation and court testimony to help the Special Assistant to the Attorney General’s Office on lawsuits to remove encroachments made on the Highway right of ways, Expert Witness in Eminent Domain court cases for right of way to acquire property for new 4 lane projects.

Project Engineer, provided supervision as the responsible person in charge for an $8.5 million reconstruction of Interstate 55 in Copiah County, Highway maintenance overlay projects of various lengths in Copiah, Claiborne and Jefferson counties. Other duties included providing expert witness testimony for condemnation hearings of properties obtained by eminent domain for MS Hwy. 552, 5- lane project and U.S. Highway 61, 4-lane project in Jefferson and Claiborne counties as part of Mississippi’s AHEAD program to improve traffic capacity for instate economic development and commerce.
