Advised and Consulted with the Chinese Refinery team members on: Procedures, Pre-Qualification of Suppliers, Creation of the AML, Creation of ITB documentation, Bid Evaluation, Award, Assignment of owner purchased equipment to EPC Contractors, Logistics, Insurance, Customs, and Tax matters.

Parsons Iraq Joint Venture Project (Houston) – Procured all material to put damaged oil field equipment back on line.

Managed the bidding process for procurement of capital equipment for oil and gas construction and repair projects, including production of ITB documentation, evaluation and scoring of bids and award.

Provided Lump sum Contract Management from initial discussions to close out.

Kazakhstan - Tasked to establish a functional Parsons E&C Procurement Department to support the Tengiz oil field project.

The department was successfully established including seeking and hiring qualified locals to continue the operation. Alhambra – Assembled and managed a procurement team to facilitate the repair of government structures after a major earthquake in Los Angeles.

Completely repaired all damaged structures and put them back on the station.

Supervised team of joint venture employees in the closeout of 2,800 construction and repair contracts (buildings, roads and piping networks) for the Los Angeles County Disaster Recovery Managers.

Pasco, WA – Lead Subcontract Administrator on a team that successfully supported scientist in the design and engineering of a system to be used to destroy chemical weapons.

Established a Contracts and Procurement department for the Newport Chemical Demilitarization Project at the Pasco, WA. Facility, using DMCS to produce Subcontracts and Procurement documents.

Newport Chemical Agent Disposal Facility – Produced and Administered construction subcontracts (housing facilities for neutralization system and piping systems) using Parsons DMCS. Largest subcontract $36,000,000. Producing and Administering EPC Contracts.

Petrochemya Olefins Project, Pasadena, CA – Developed and produced construction sub-contracts (onshore and offshore) for up-grading and construction of product storage facilities on Petrochemya Olefins III Project.

Prepared and issued several consulting subcontracts and administered all of above. Hosted bidders clarification meetings, participated in all phases of bid preparation, bid openings and bid analyses.
