Career Summary: Executive business development professional, with a chemical/nuclear process background, with an excellent technical understanding of the projects and programs pursued in the public and private sectors. Supported SRA International on two proposals: FAA William J Hughes Technical Center Staff Augmentation contract and US Special Operations Command Task Order Contract for Operation of Joint Special Operations University (JSOU)

Response to Notice for Expression of Interest to Atomic Energy Canada (AECL) for decommissioning of AECL facilities

DOE/Carlsbad Field Office: Waste (Transuranic waste) Isolation Pilot Plant Management and Operations contract rebid- technical approach lead and writer for the most challenging work scope elements and overall contributor to the entire technical and cost volumes, also provided orals training for the key personnel in preparation for interviews with the client -$600M project value;

DOE/NYSERDA West Valley Demonstration Project Phase 1 Decommissioning- technical strategist and author for over 80% of work scope of this nuclear fuels reprocessing facility, also provided consulting support to orals training in preparation for interviews with the client -$500M project value;

DOE Oak Ridge ETTP Closure project (Decontamination and Decommissioning), technical strategist and author for the decommissioning work scope which was the largest component of the overall technical scope -$4B contract value;

Department of Energy Savannah River Site in Aiken, SC, direct Report to SRNS Baseline Manager and overall technical lead to a group of 30 personnel working on the Phase II rebaselining of the Accelerated Clean-up Project (ACP) which was part of the American Reinvestment and Recovery Act (ARRA). Management responsibility for a group of six individuals providing support services to the effort in the form of the generation of WBS dictionaries (scope documents) for six Watershed’s amounting to over 200 Control Accounts which define over $1.5B in environmental restoration work. Directly responsible for interface and guidance to the program’s Project Managers, Cost Account Managers and Project Control Leads in generating the baseline to DOE Order 413.3A requirements. Deliverables including scope documents, Estimate Basis Documents, EVMS basis documents, KPI’s, performance milestones, and supporting back-up documentation. Ultimately the final Baseline documents that were reviewed and approved to authorize over $1.5B in ARRA scope;

Portsmouth Uranium Enrichment Plant Decontamination & Decommissioning Management and Integration Contract-technical strategist and author for the decommissioning work scope which was the largest component in the technical scope. Proposal effort spanned 8 months, working initially from a draft RFP ($2.5B-Win August 2010- ultimately the contract will valued at twice the awarded value)

Position: Vice President -Business Development- reporting to the Executive Vice President Business Development PI&T

PI&T is the government business unit for Parsons with approximately 3500 people and $1.5B in annual revenues. Responsible for marketing programs and projects for the DOE, DoD, DHS and other government agencies. Pursued design contracts for the National Nuclear Security Agency, a E/P/C contract (NNSA/DHS) for worldwide deployment of radiation portal monitoring for all major international ports, and have assisted in the pursuit of the DHS secure border initiative contracts and a NAVFAC Chem/Bio/Rad security contract. Capture Manager of a team of large and small companies in pursuit of design contract for the Uranium Processing Facility at the NNSA Y-12 site. This facility would consolidate all high enriched uranium weapons work in a new state of the art facility. The procurement was cancelled after the proposal was submitted and self performed by the Operating contractor.

Capture Manager for the DOE Hanford Site Mission Support Services Contract, a 10 year $300M per year CPAF contract. Lead a team of four large companies and several small business firms, to compete for this large base operations services contract, which includes: security, IT and infrastructure services.

Position: Director of Marketing- WGI E&E Integrated Projects Group – as a direct report to the Senior Vice President for Business Development, duties were focused in the area of new business development relative to commercial nuclear and Department of Energy (DOE) projects, including projects under the auspices of the National Nuclear Security Administration (NNSA). Positioned WGI for the several hundreds of millions of dollars in bids for design, equipment supply and facility construction contracts for five separate DOE NNSA programs. These programs were:

Chemical and Metallurgical Research Replacement Facilities at LANL,

Pit (Plutonium)Disassembly & Conversion process equipment, and the

HEU Manufacturing Facility at National Nuclear Security Y-12 site

Responsible for the effort to bid the design-construction of two centrifuge enrichment facilities in the US, each facility had a TEC of over $1.5B. Responsible for receiving an award from Louisiana Energy Services for the National Enrichment Facility, a contract ultimately valued at $75-100M, for the design of conventional facilities and equipment supporting the centrifuge enrichment cascades. Also pursued the USEC Portsmouth American Centrifuge Enrichment Plant conventional facilities design contract, as part of a Bechtel team.

Functioned as Capture Manager to secure a contract for the decontamination and decommissioning of the K25/27 enrichment cascades at the ETTP Oak Ridge site, a $550M + fixed firm price decommissioning scope (the client decided to self-perform the work).

Was successful in winning a contract for the design/construction and commissioning of the $4.9B (now $19B) Waste Treatment and Immobilization Plant, for the treatment and immobilization of DOE Hanford site high-level radioactive waste. This win, as part of Bechtel team, represented 10 years of work and billions in revenues for WGI. Currently, Washington Group has over 350 personnel assigned to the project, with this number to grow as the project approaches commissioning and operations.

Position: Director of Marketing- Raytheon Technical Services Company (a DoD Support contractor): (Previous position as Director of Marketing- Nuclear & Advanced Technology Division of EBASCO Services) - reporting to the Corporate Senior Vice President, duties included: strategic planning; market research; business planning; implementation of the business plan, including the development of teaming strategies, teaming arrangements, bid/no bid packages, capture planning/management and proposal management. I functioned as the focal point for all divisional marketing activities which included clients in the public sector including the DOE, DoD, NASA and other governmental agencies, as well as private sector energy projects. Day to day responsibilities include: arranging client presentations; RFP evaluations; teaming strategy development; teaming negotiations; proposal win strategy development; proposal sponsorship; market research; sales calls; negotiating terms and conditions; and interfacing with Raytheon's other divisions/companies. Specialized in DoD contracts for the management and operations of range operations and services for the Eastern and Western missile test ranges and operations of the DoD (US Army Chemical materials Agency) Johnston Atoll Chemical Weapons Destruction facility (JACADS) and participated in the successful bids for two other DoD chemical weapons destruction facilities (Umatilla and Pine Bluff). Also pursued the DOE environmental restoration & waste management opportunities as well as projects in defense programs, nuclear stockpile maintenance, nuclear energy, high energy physics, advanced energy systems and strategic materials (Plutonium) disposition. Pursued and was awarded a Technical Services Support contracts at both LANL and INEL. The LANL contract award resulted in the formation of a joint venture, which was very successful in obtaining design work on several NNSA advanced programs.

Successfully pursued and was awarded a project to provide for the design for the $1B Pit Disassembly and Conversion Facility, to be sited at the NNSA Savannah River Site. This $400+M design effort includes incorporation of processes developed at several of the National Labs to disassemble nuclear warheads and convert Plutonium pits from a metal to an oxide form which is suitable for the production of mixed oxide commercial nuclear power plant fuel. This contract continues to this day with over 150 engineers and administrative staff working to complete detailed design.

Successfully positioned Raytheon as the A/E contractor on the winning privatization team for the DOE Oak Ridge Melton Valley Alpha and TRU Waste Treatment facility design contract.

Previously, was responsible for positioning and providing capture management for the competition of two major DOE Management and Operating/Integration Contract re-bids at the DOE Hanford and INEEL sites. Of the two, Raytheon assumed the prime contractor position for the Hanford Site M&I. On the Hanford M&I, served as the Technical and Management volume "Book Boss" an effort that integrated the efforts of five major subcontractors and involved the expenditure of multi-millions in business development funds.

Capture and Proposal Management lead on the award of a major design contract for a high level radioactive waste management facility at the DOE Hanford site. This project is called the Initial Pretreatment Module and had a total estimate to complete of approximately $1.5 B with design valued at over $200M. Subsequently, competed and won a contract at Hanford for the design of a low level waste vitrification facility. The design services awarded were valued at approximately $300M.

Other smaller awards received under my supervision, in the early 1990’s, included:

"Design Modifications to the High Flux Beam Reactor" a contract to replace the reactor vessel and provide general upgrades to the HFBR, valued initially at $75M;

"Technical Support and Design Services for Risk Reduction in Soviet Designed Reactors", valued at several millions of dollars and awarded by Brookhaven National Laboratory, Upton, N.Y

ERWM services contract, for the DOE Oak Ridge Operations Office, called the Comprehensive Environmental Management Contract, the award was valued at $50M and grew to over $100M.

West Valley Demonstration Project (spent fuel reprocessing facility) Phase II Site Closure, competed and won this contract

Proposal Manager on an effort which resulted in the award of a prime contract to Ebasco for the DOE funded "New Plutonium Production Reactor-Heavy Water Reactor Facility". This project was valued at over $1.7B in services to the Ebasco lead design and equipment supply consortium. Ebasco, and later Raytheon, provided approximately $550M in services prior to project cancellation due to the end of the Cold War.
