Established and maintained Fluor’s turnover database (CompleteITsm) for this project. Ensured the accuracy of all data required for turnover and pre-commissioning activities. Coordinated turnover and pre-commissioning efforts among consortium members: Fluor, Daelim from South Korea, and CTCI from Taiwan. Trained and managed teaming contractor technicians to enter and status punch items and quality check sheets.

Planned and implemented work packages, which effectively drove the construction group to allocate manpower and other resources to perform work and meet schedule. Work packages tremendously assisted materials group to expedite materials and reduce inventories.

Led the engineering efforts to provide technical evaluations for design and build contractors. Organized and interviewed 11 bidders for 19 design and build buildings. Assisted to prepare and award contracts.

Stationed at CTCI’s office in Taiwan, coordinated and aligned the engineering, scheduling, and procurement efforts between Fluor and CTCI. Acted as liaison between Huntsman, CTCI, and Fluor.

Led the engineering efforts to prepare the target estimate. Managed the team of fifty engineers from all disciplines to come up with material quantities and manhours needed to complete the project.
