Resident Engineer/Inspector

Construction inspection of roadway work within the City of Everett. Work included but was not limited to roadway excavation, drainage and utility repairs sidewalk replacements, roadway surfacing or resurfacing, striping, curb, signage.

Attendance of weekly meetings to discuss issues that arose during construction, reporting and preparation of daily work reports and review of payment estimates from contractor.

Work often required oversight of several contractor crews and subcontractors at various sites throughout the City.

Field Materials Control Engineer (Civil Engineer V) 1994 to 2011

Research and Materials Section

Supervising a staff of 12 Department personnel, up to as many as 15 consultant personnel and direct contact with District Materials Engineers regarding all highway related materials utilized on Department projects.

Responsible directly to the Research and Materials Engineer for the certification and acceptance of all materials used on MHD projects.

Responsible for ensuring reimbursement of Federal funding in that all highway and bridge materials used are in conformance with both MHD and FHWA specifications.

Direct the inspection and concrete testing of all precast/prestressed product manufactured for use on MHD projects.

Active member of the MHD Specifications Committee, and assuming an active role as a participant on the NETTCP Board.

Instrumental in the development of the specifications for QC/QA sampling and testing of Hot Mix Asphalt as used by MHD.

Chief of Laboratories (R&M) 1992 – 1994

Responsible directly to the R&M Engineer for the testing of all highway-related products used for MHD projects.

Directed a staff of between 20 and 40 engineers and chemists in the testing and reporting of these products.

Responsible for maintaining accreditation and certification of the laboratory as required by FHWA for funding reimbursement. Instrumental in the move and new setup of the present facility from Wellesley to South Boston, without losing one day of required laboratory testing of materials.

Technical Services Engineer (R&M) 1989 – 1992

Responsible directly to the R&M Engineer for work related to new product testing and evaluation.

Working closely with FHWA personnel in the development and evaluation of products incorporating new/experimental products for use on MHD projects.

Directed a staff in resolving well water contamination due to roadway deicing chemical applications.

District Construction (Districts 4 & 5, Essex County) 1973 – 1989

Work as Resident Engineer, Assistant Resident Engineer, District Materials Engineer, District Construction Office Engineer, and numerous other construction related titles including concrete placement and testing throughout Essex and Middlesex Counties on various State and Interstate roadway and bridge projects. Some major projects included Interstate I-95 and U S Route 1 interchange (Peabody); Downtown redevelopment project (Lawrence); DJ Casey bridge (Lawrence); Sampson Connector (Lowell); field design and construction of a Federally funded Blizzard Relief sea wall project (Gloucester).

District 5 (Essex County) Chapter 90 section Engineer 1969 – 1973

Work under supervision of the Chapter 90 Engineer in the design and construction of less major roadways throughout the District, incorporating available funding and Departmental engineering assistance to maintain individual city and town infrastructure. Projects would be assigned and handled from initial survey through design, and final construction by one engineer. Work included interviews with Municipal officials, public hearings, and of course, dealing with citizen complaints.

Private survey work 1969 – 1991

Weekend work performing field surveys on new homes, site development, and or entire plot development including roadway layout, house or building layout, property surveys. Primary duties, transit man.
