CITY OF ATLANTA, Atlanta, GA Oct. Oct 2013 to Present Deputy Chief Information Officer/Director of Business Consulting to the Commissioner
● Directed all infrastructure activities and strategic planning for data center operations, technical support, telephony, networking, server management, inventory control, emergency notification and special projects assigned by the chief operating and deputy chief operating officer. Recruited by the Mayor’s senior staff team to evaluate the department of information technology to improve operations, accountability and initiate cost saving programs and implement process improvement initiatives. Action items included assessing the current environment, making necessary changes and completing stalled projects by developing more responsive teams, establishing budget controls, improving vendor management and hardening contracts for products and services.
● Worked directly with the city Deputy Chief Operating Officer and Commissioner on special assignments that included providing a comprehensive assessment report on major city initiatives. Recommendations provided have proven will reduce operating expenditure by millions annually while providing transparency and effect controls for current and future initiatives. Developed action plans that consolidated projects and provided a comprehensive strategy that will continue to reduce silo project spend by gaining greater value from investments. Immediate and recurring cost savings realized will reduce departmental capital funding requests and provide discretionary dollars for identified stabilization and process improvement efforts.
● Developed a comprehensive project plan to dramatically reduce recurring network expenses by consolidating services and eliminating unnecessary expenditures that will realize an initial $2M in annual savings.
● Reduced unnecessary network costs for gate card access by $540K annually at the DWM.
● Reduced cell phone and wireless access costs by more than $320K annually at the DWM.
● Redesigned a multi million dollar records management program that was not functions by restructuring and advising to met all compliance requirements.
● Researched and implemented a full function document imaging department to protect consent decree records and comply to state and federal requirement. The previous scanning program for the records management department was never implemented in 8 years. The new document imaging program was completed and fully functional in 8 months.
● Implemented a comprehensive CCTV security system that was at risk and behind schedule by developing standards, procedures, procurement options and a solid deployment strategy. Incorporated project management controls that enhanced security levels, reduced costs and consolidated services.
● Acted as a business consulting advisor to the DWM Commissioner to review expenditures, consolidated services, improve efficiencies and reduced operational overhead by effective project, contract and vendor management.
● Implemented a centralized video integration center and negotiated contracts and coordinated inter departmental project teams for various related initiatives.
● Developed a comprehensive fiber deployment strategy for voice, data and video communications that will eliminate additional recurring expenses while providing a robust platform with minimum investment by utilizing existing fiber that was untapped by the city.

DOUGLAS COUNTY GOVERNMENT, Douglasville, GA 2006 to Sept 2013 Director Information Systems
Directed all Information Technology related services including GIS and Records Management to support county government. Responsible for establishing strategic direction, process improvement initiatives including enterprise technology solutions to improve workflow and reduce costs. Developed first technology related strategic plan, implemented various cost saving solutions and reduced expenditures by 35%. Established project management techniques and formalized internal controls to improve workflow of core processes and improve accountability.
● Reduced hardware projected expenditures by $200K + while improving departmental image by fostering a collaborative approach with various departments and elected officials.
● Implemented the 1st multi departmental document imaging solution utilizing in house staff saving 906 man hours annually during election processing. Total project investment was 1/10th original estimates.
● Implemented the 1st Metro area Wi Fi secured and public access network with in house staff. Results provided convenient, free access to the internet for developers, attorneys and general public and improving county image as a citizen friendly environment. Total project investment was $75,000 under original estimates.
● Researched and recommended a comprehensive county wide integrated solution to replace a 30 year old legacy financial and paper intensive purchasing system. Features include full financials, automated purchasing, asset management, inventory and full reporting capabilities. Investment at 1/20th the cost of under original estimates and 1 year ahead of schedule.
● Member of the executive team for various construction projects that included the construction of a $120 M county jail, 911 Center and the renovation of the former county jail and Sheriff administration office to house the Fire and Rescue the County’s centralized records office.
● Implemented county wide automated asset management and fleet work order systems that significantly reduced shrinkage and improved accountability during audits. DEKALB COUNTY GOVERNMENT, Decatur, GA 1998 March 2006 Director Information Systems
Directed enterprise IT functions for the 2nd largest county in Georgia. Responsible for all departments including State, Superior, Juvenile, Probate, Magistrate Courts, Police and Fire, DA, Public Defender, Solicitor General, Tax Commissioner, Tax Assessor, Board of Commissioners, Public Works, Development, Transportation, Sheriff's Office, Fire Marshal, GIS and various other departments supporting 700K citizens. Develop vision and mission statements and led the Executive Team in county technology and process improvement initiatives.
● 1st in the nation to convert an entire County to a GB fiber optic network.
● Eliminated $700k of leased line charges and increased bandwidth 100 times.
● Negotiated inter agency agreement and received $620,000 in additional funding.
● Re negotiated service agreements that produced $ 1.1 M in savings.
● Implemented inventory control procedures that produced $295,000 in annual savings and eliminated all hardware loss from theft and improved insurance rating.
● Directed several ERP applications and consolidated databases to improve support while reducing maintenance costs by $495,000 annually.
