UNIVERSAL PEGASUS INTERNATIONAL - Houston, Texas 2015

Sr. Project Estimator

●Member of the Phillips 66 Eagleford Crude Pipeline Project team responsible for the development of all project estimates and documentation that included Basis of Estimate (BOE) and Project Execution Plans (PEP). Project consisted of a 24”, 4 segment, 277 mile pipeline, that included gathering facilities with pump station and terminal storage facilities at 6 locations.

●Developed costs estimates for Spectra, Aurora LNG, and SeaOne using several estimating tools that included Hard Dollar, Timberline and Excel. Department objective was to standardize the estimating processes and procedures by developing benchmarking standards for all estimates and establish a historical reference for all labor and material project estimate costs. Several UPI clients however required all project information meet the client’s documentation standard methods and outlines.

TRANSCANADA - Houston, Texas 2012 – 2014

KEYSTONE XL PIPELINE

Sr. Project Estimator – Pipeline Facilities

●Created pipeline facility estimates on the 36” Keystone XL Pipeline project from Hardisty, Alberta Canada to Houston, Texas. Project included 41 pump stations, 2 tank farms and 71 mainline valve sites.

●Developed baseline basis estimate for Project Cost Control that involved adapting the estimate to a cost control numbering system down to detailed commodities while maintaining a geographical, construction oriented Work Breakdown Structure.

●Calculated medium and low voltage instrumentation/electrical labor and material quantities for all terminals/tankage, metering facilities and pump estimates. Quantities were based on cable and conduit schedules, station layout drawings, and instrument index IFC drawings.

●Developed preliminary cost estimates for Business Development Group associated with Bakken crude and natural gas to crude oil conversion of existing pipelines.

KINDER MORGAN - Houston, Texas 2011 – 2012

●Estimated projects for all Kinder Morgan companies, mainly NGPL, REX, KMIGT, KMTP and Tejas.

●Project scopes were primarily new pipeline interconnects, hot taps, and metering & regulation facilities.

●Frequently worked with 3rd party construction contractors and vendors to obtain project installation costs and material pricing for current project estimates being performed.

●Participated in scoping meetings for all estimates to determine project feasibility and costs, potential problems such as landowner or environmental issues, and to eventually finalize the scope of work in order to begin the estimate process.

●Worked closely with management through the estimate review process, making any necessary revisions before submittal to Business Development to issue AFE for construction.

SOUTHERN UNION COMPANY - Houston, Texas 2005 – 2011

Sr. Cost Engineer

●Performed project costs controls for $10.2 million compressor station for Trunkline Gas Co. in Cypress, Texas. Responsibilities include manpower estimates, budget summaries, and monthly cash flow reports.

●Responsibilities shifted to oversight of all third party and contract personnel for the commissioning and startup of all instrumentation and controls for project completion.

●Programmed and edited all new and existing assemblies for Timberline estimating software.

●Upgraded all database and estimate files from v4.0 to current v9.2 while simultaneously converting all users to a web based Citrix Metaframe License Server.

●Developed and performed training for v9.2 software rollout in Houston and 5 other Panhandle regional office locations.

●Estimated the pipeline expansion project on Panhandle’s FGT Phase VIII in addition to commissioning 4 grassroots compressor station facilities.

●Worked closely with engineering planning group on project feasibility to develop estimates for meter/regulation stations to be installed on the FGT Phase VIII project.

TEXAS GENCO - Houston, Texas 2002 – 2005

Project Engineer

●Managed $1.7 million project for all Texas Genco Power generation facilities that monitored critical piping installations that could possibly cause catastrophic failure. Negotiated discounts with vendor, which resulted in $225K savings for Texas Genco in ’04 and submitted 2005 capital project budget and cash flows for all Texas Genco facilities. Total projected costs for these projects were expected to be $8.5 million through 2008.

●Supported Instrumentation and Electrical group on engineering related activities for capital projects for the control systems upgrade at the PH Robinson power plant.

●Assisted in the Electrical Separation Project, which physically separated electrical equipment between transmission and power generating facilities due to market deregulation.

●Commissioned and programmed software applications using Wonderware and Allen Bradley PLC Control Logix 5000 software for new wastewater system at THW power generation facility.

ICON CONSULTANTS - Houston, Texas 2001 - 2002

Project Engineer/Consultant - Enron Corp

●Red Rock Expansion Project – Arizona. Managed all instrumentation and controls installation and commissioning activities. Project responsibilities included commissioning and personnel management of contractor activities during construction of 3 compressor stations totaling 120,000 Hp at a cost of $17 million per project.

●Managed all instrumentation and control commissioning activities at Stations 12 and 44 on the Florida Gas Pipeline.

●Implemented changes for estimating and project controls groups on Timberline engineering/estimating software. Changes result in more precise cost analysis of pipeline and compressor station projects.

ENRON CORPORATION – Houston, Texas

1991 - 2001

Project Manager - Enron Energy Services

(2000 - 2001)

●Responsible for energy management of baseline metering and field implementation for Simon Mall account that included over 230 locations throughout the United States.

●Managed all contract installations, overseeing field activities in California, Texas, Indiana, and New

England States.

●Was part of 8 man task force sent to California during energy crisis to design effective solutions for load curtailment of businesses to prevent rolling blackouts.

●Led efforts in successful installation of first control system designed Blockbuster Video in San Francisco, California.

Project Engineer - Enron Engineering and Construction - Houston, Texas (1997 - 2000)

●Programmed and developed all engineering logic utilizing Timberline software for use in project construction bids.

●Supervised and managed commissioning of all unit controls and provided hands-on technical support for 12,000 HP compressor station at a total cost of $15 million in Gallup, New Mexico located on the TW pipeline system.

●Managed instrumentation commissioning efforts in Nowa Sarzyna, Poland, also developing several technical procedures for distributive control system (DCS) troubleshooting.

●Assisted in design of pipeline hydraulic models for China Silkroad Pipeline proposal utilized by Winflow software.

●Performed FAT testing of several General Electric controls systems for use on FGT and TW.

●Received Best Practice Award on 2 separate occasions for contribution of ideas that resulted in net savings of over $1 million to Enron.

Sr. Instrumentation Specialist - Enron Methanol Company - Pasadena, Texas (1995 - 1997)

●Primary responsibilities include providing technical support for all process instrumentation and controls, with emphasis on Foxboro I/A DCS and Triconex ESD redundant Interlock systems.

●Maintained reliability of all critical ESD controls, while developing alternative designs for optimal equipment performance.
