Qualifications Summary
I have served as the principal manager for over $ 972 million dollars in construction projects as project executive, construction manager and project manager, for such clients as private owners, state and Federal agencies consisting of GSA, USACE, Navy, Dept. of Veteran Affairs, etc. Projects range from major capital, large renovations to base-builds and included are such projects as public schools, hotel, prisons, airport and military facilities. My skill-sets include typical management features such as estimating, CPM scheduling, quality control and safety. Experience includes submittal review, QA/QC, permitting, CPM scheduling, cost estimation/tracking, daily construction administration, design problem resolution, inspection, change order management, marketing/business development, proposal preparation, design development, value engineering and the overall management of a construction company and/or project.
My education includes a B.S. Degree in Civil Engineering. I am a Certified Construction Manager through the Construction Management Association of America (CMAA) as well as OSHA 30 and EM 385. I am proficient in all construction management software including Primavera/Micro-soft scheduling, Expedition, Timberline estimating, etc.
Professional Experience
CPM DYNAMICS, LLC, Bluffton, SC ( Project Manager) – 2012- Present - Supervisor: Max A. Brown, 843-***-****. Performed in a construction consulting role providing project management and pre-construction services for various clients. Developed pre-construction methodology, planning, specifications based on federal, state & local codes, request for (RFP), scopes of work, conceptual and definitive budget estimates including cost and resource loaded critical path method (CPM) schedules, preparation of bid packets, contracts, negotiations and resolved many project disputes and delay claims. I am thoroughly familiar with all phases of heavy, commercial, public works, and military construction including the coordinating and management of architect/engineering, project bidding process and safety programs.
MOTIR SERVICES, Capitol Heights, MD (BD/Project Executive) – 2008-2011- Supervisor: Duane Houghtaling, 443-***-****
Performed as company’s Construction Operations Manager. The company originated in 1994 and primarily functioned as a landscaping company through 2004. Mr. Brown increased the construction revenue from $500,000 in 2003 to $42 million during his stay. Role/responsibilities included all business development/marketing, proposal preparation, estimating, project management, project accounting, coordination of company bonding/general liability insurance, project staffing and monitoring of projects through assigned project managers. In general, Mr. Brown was solely responsible for the daily functioning of the general contracting entity of Motir Services. Clients included USACE and several other federal purchasers.
GILFORD CORPORATION, Beltsville, MD (Projects Executive) – 2005-2007- Supervisor: Duane Houghtaling, 443-***-****
Served as Operation Manager for Gilford’s Environmental Division. The Gilford Corp. was an $ 80 million dollar DC/Maryland/Virginia based general contractor. The Environmental Division performed of the revenue for the company. Performed all business development/ marketing and proposal preparation for this service as well as staffing and project monitoring of the acquired projects. Because the Environmental Division was a competitive bidding subcontractor, coordinated the daily functioning of all estimating, contracts, and accounts receivables & billable and management of the projects. Primary clients included GSA, Navy, USACE, and local municipalities.
AECOM, Newark, NJ (2002 to2004) - Supervisor: Herve Kopcial, P.E., 703-***-****
Client: Essex County Correctional Authority – Project Executive
Managed the design and construction for the construction of a 2,000-bed, $250 million dollar county correctional facility. DMJM was the A/E of record and also performed the construction management duties for the project while the Gilbane Building Company was the “At-risk” builder holding all contracts. Project delivery was a multi-prime type format. Responsibilities included the coordination of various bid packages, daily construction administration (submittal/RFI), project inspection, design problem resolution, change order management, quality control, scheduling, commissioning, etc.

Client: US Property Development Corporation/Meristar Hotels – Project Executive
Managed the design and renovation of the Sheraton National Hotel located in Arlington Virginia. Responsibilities included design management, permitting, construction procurement, scheduling, invoice billings, change order scope preparation and price negotiations, estimating, inspection, scheduling, quality control, etc. The delivery style for the project was a multiple prime format. The Hotel remained open during the construction renovation phase. The project was scheduled for 17 months at a cost of approximately $25 million.
AECOM, Arlington, VA ( 1997 to 2000) - Supervisor: Herve Kopcial, P.E., 703-***-****
Client: US Department of Labor (Office of the Job Corps) – Design/Construction Manager
Managed all design and construction for the development of five new centers (Roanoke, VA; Miami/Homestead, FL; Wilmington, DE & Los Angeles, CA. The Job Corps is a nationwide program providing technical/trade training for under privileged youths between the ages of 16-22. The Job Corps Centers are mini-universities providing housing and dining capacities to all live-in residents. Managed the projects from design scope preparation and A/E solicitation through the construction phase. During the construction phase, served as the USDOL’s Center Project Manager assuring that the project, activities and materials adhere to the design documents. The combined design/construction expenditures for all of the projects were approximately $75 million.
AECOM, Atlanta, GA (1995 to 1996) - Supervisor: Herve Kopcial, P.E., 703-***-****
Client: General Services Administration/Internal Revenue Service – Project Executive
Performed Construction Management and Quality Assurance services for the construction of a 200,000 SF base office building for the IRS to include commissioning of building mechanical systems. The project also included a 3-story parking garage. Performed and/or coordinated all compliance inspections, coordinated all design changes and upgrades with the design-build contractor (Baker Mellon Stuart) and IRS/GSA. Monitored all project spending, schedules, and quality control program. The owner’s materials testing company was a subcontractor to our management team and coordinated their activities around the GC scheduled construction. Project cost approximately $85 million.

Position responsibilities included the management of all contractors, architects and owners related to the construction of seven federal prisons and also the renovation of 41 public schools for the District of Columbia. Activities included RFI and Submittal reviews, change order preparation and cost analysis/negotiation, pay applications, resolution of design discrepancies, scheduling, estimating, project quality assurance inspection and weekly and monthly status reporting.

Duties included all project survey layout, scheduling, submittal preparation and review, project invoicing, estimating, quality material control coordination, etc.

The position required the management of the office and project teams in handling seven West Virginia worth of highway/bridge projects.
