OAVCT International Consultant Program/Project Mgr. (Site Acq/Construction/Eng.) – Haiti

Served as International Consultant Project/Program Manager Site Acquisition specialist for OAVCT Haitian Central Government Property Management responding to Digicel -National Wireless provider. Responded to Digicel with contract amendment or new contract and notified carrier if Government will require pre-construction, zoning and permitting services. Site Acquisition included government rooftops, government land, government billboards and other government structures. Managed problem/resolutions for exceptions or waivers (obtain Director General’s consent, land restriction, obtain zoning approvals, government title issues, resolve site and structure restrictions, and remedy term limitations) to allow Digicel to install and meet country cycle time objectives. Reviewed COIs, and worked with government attorneys on terms and conditions and any due diligence required.
