Serve as a software development manager and system architect for several-large scale health studies for CDC and NIH, including for CMII Level 3 projects. Involved in all phases of project software development life cycle such as business modeling, software design, implementation, testing, deployment and support. Responsible for software development methodology, standards and best practices. Was a lead contributor to many large-scale proposal efforts and conducted numerous presentations for government and commercial clients. National Children’s Study (NCS), NIH/NICHD
Advanced Technology Manager for the Data Collection Application Suite (DCAS) – comprehensive set of tools for large health studies. Lead a large multi-contractor team of 25+ IT professionals, including business analysts, software developers, testers, data managers and support staff, to design, implement, deploy and maintain IT solutions for multi-mode data collection instruments for the National Children’s Study (NCS) project. The NCS study conducted by the National Institute of Child Health and Human Development (NIH/ NICHD) was a planned large-scale, long-term study of U.S. children and their parents designed to study environmental influences on child health and development. The NCS Vanguard (Pilot) Study began in 2009, testing methods and procedures planned for use in a larger Main Study. When recruitment ended in July 2013, the Vanguard Study had enrolled approximately 5,000 children in 40 locations across the country. The planned NCS Main Study would have followed 100,000 children from before birth to age 21. Was responsible for more than 5 years for an overall implementation and delivery cycle using agile methodology and complying with CMMI Level 3 requirements, supervised data review, data cleansing and data submission to the program office. Also was responsible for development of metadata driven data collection instruments and questionnaires, including CAPI (computer assisted personal interview), ACASI (audio computer assisted self-interview), CATI (computer assisted telephone interview) as well as numerous examination and specimen components. Sat on the instrument review board to ensure instrument specifications are implementable and testable and to identify any ambiguities prior to the instrument implementation start. In 2014 led DCAS team to implement and field 160 new data collection instruments and complex questionnaires with average delivery of 40-50 instruments every few month. That was specifically challenging as the team received final specifications just 30 days before fielding. To achieve such performance, used effective metadata approach and worked with the team to develop multiple metadata-driven automation procedures to minimize human labor and therefore risk of errors. Those procedures included automatic instrument generation based on machine readable specifications, automated delivery datasets generation based on the delivery XSD schema, automatic generation/update operational entities after completion of data collection instruments. As the result, the team was able to deliver all instrument datasets on time and deliver the best quality data. National Health and Nutrition Examination Survey (NHANES), CDC/NCHS Software Architect and Lead Developer responsible for development of data collection instruments for Spirometry, Bronchodilator and Clinic Interview, as well as creating cross-study master metadata repository, study research and study IT support. Participated in study release data integration with statistical tools, such as SAS, designed tools to produce study documentation and codebooks and generate study response frequencies. Senior Consultant responsible for the Internet Data Delivery System for the National Health and Nutrition Examination Survey (NHANES). Optimized several data transformation processes and dramatically improved their performance. Also was a Lead Architect of CASM Framework (Configurable Abstract Study Modules) responsible for the Database design (SQL Server) and middleware design (VB/COM). Designed and implemented an ASP Java Script object Library (JSL) that allows for quick development of sophisticated data-driven ASP front-ends. Developed unique methodologies of using OOD and template-based design in ASP programming allowed eliminate spaghetti code ("mixed" HTML/ASP code) and tremendously simplify ASP application development.
