Manager, Cargo Aerial Delivery Operations & Tactics May 2014 – May 2015

Senior manager to 27 employee department. Directed aircrew teams during day-to-day strategic global cargo aerial delivery training for as many as 1,100 aircrew members across two aircraft divisions. The training well prepared deployed aerial delivery crews to supply multiple U.S. forward operating bases in Afghanistan not accessible by ground delivery. Subject matter expert for executive airdrop review panels. Led investigation for 15 training & operational airdrop malfunctions. Analyzed findings, determined causal factors and drafted detailed reports for higher headquarters. Identified & briefed installation commander of Management Internal Control Toolset (MICT) discrepancy. In result, researched sensitive compartmented information facility requirements & coordinated funding from higher headquarters. This led to Tactics & Intelligence office co-location project which corrected 9-year higher headquarters MICT write-up.

Manager, Cargo Delivery Deployed Squadron (Senior Enlisted Leader) Dec 2013 – Mar 2014

Senior manager/leader: prepared, deployed, & managed 117 aircrew members and support personnel to span across 3 austere locations. We safely executed 796 combat C-17 multi-modal airlift missions in support of the Presidential mandated closure of Afghan operations. Coordinated/managed logistics with multiple in-theatre support agencies to move 800 outsized heavy equipment vehicles out of Afghanistan. The original task order was to move 500 vehicles in 45 days. We moved 800 vehicles in 30 days. This was the largest movement of cargo & personnel since the start of Afghanistan operations. At the end of this deployment, we drafted & implemented manpower standard changes; used as a template for policymakers at higher headquarters. Judicious strategy eliminated 9 positions, saving over $1.5 million annually.

Manager, Cargo Delivery Operations & Training Oct 2010 – May 2014

Managed daily operations for $1.6M facility. Directed 5 supervisors in operations & training management, including: operations, training, scheduling, readiness, safety & evaluation programs for over 180 employees supporting global cargo movement missions. During these 3 plus years we moved/airlifted over 150 million pounds of cargo and passengers around the world. Managed a $225K annual budget. Approving official for 5 government purchase card holders. Led LEAN 6 SIGMA initiative by returning stockpiled aircrew equipment/professional gear back to base supply store & established new equipment issue procedures which saved $13.2K per year. Authored junior employee retention matrix through Microsoft Excel program, which was adopted by senior-level managers as the standard tool for Quality Force Review & Enlisted Retention Boards which ultimately retained 28 out of the 30 members nominated to be remove from active duty service due to manpower cut-backs.

Deputy Chief, Installation Inspections (Cargo Delivery Formal Training Wing) Jun 2006 – Oct 2010

Managed 7-member staff & 58 installation inspectors conducting 35 annual quality assurance & readiness inspections critical to safeguarding 10,000-member installation populous along with $5 billion in aircraft assets. Directed, coordinated, & evaluated installation exercises covering major aircraft accident, natural disaster, and nuclear delivery system loss. Led command & control of week-long DoD-Department of Energy exercising of national response to regional nuclear disaster which tested national, state and six county agencies. Drafted detailed quality assurance reports for installation leadership & higher headquarters to include identifying & documenting performance trends, potential vulnerabilities and “best practices.” These inspections & exercises helped our installation win the Organizational Excellence award & Air Education and Training Command’s best small organization of the year, three out of the four years our staff was assigned to these positions.
