Stuart A. Lacy has over ** years of experience in project and program management. Mr. Lacy managed the design and construction of Bloom’s first dedicated manufacturing center for its innovative Bloom Box fuel cell product. A Silicon Valley start-up, Bloom Energy has developed a competitive electric generation product that produces clean energy from natural gas. The Delaware Manufacturing center was built on a fast track schedule to allow production to go on line as soon as possible. Hill provided comprehensive project management services for this challenging – first ever, large scale – fuel cell manufacturing project. Following extensive site/civil work on the former Chrysler Assembly plant brownfield site in Newark, DE, the foundation work began December 26, 2012. Phase one, allowing the start of production was completed, on schedule May 6, 2013 Final Certificate of Occupancy was granted on schedule July 31, 2013. Bloom Energy began production operations immediately thereafter, meeting its contractual obligations to the State of Delaware.

Hill International provided construction management services during the procurement phase of the State Correctional Institution at Graterford project, located in southeastern Pennsylvania. Mr. Lacy was responsible for development of the RFP documents for the project. The documents required procurement of the Design-Build Contractor through a selection process that included technical, cost, and minority-participation factors. The Design-Build Method was new to Pennsylvania’s DGS, but was utilized due to the urgent need for the facility. As such, Mr. Lacy’s involvement was a key element in the effort to rewrite much of the DGS’ standard general conditions, administrative and project procedural documents to be suitable for Design-Build versus the more traditional Design-Bid-Build method usually employed.

The addition was designed and built to house a new $20 million, state-of-the-art, newspaper printing press capable of producing 90,000 newspapers an hour. The project was completed on time with a very tight and fixed schedule based on a fixed press delivery date. The effort included concurrent management of significant expansion and improvements as well as equipment installation coordination in the packaging and warehousing areas of the production facility. This likewise was done with tight time and cost constraints, coming ‘on edition’ within budget and as originally promised.

The Main Justice Building, completed in 1934, is on the list of historically protected properties in the National Capital Region. Late client purchase of the project site with closing in November 1995 meant that the project was mainly constructed through the Buffalo winter and mud season. Nevertheless, construction was completed and the facility operational as required for the National rollout seven months later in May 1996.
