Regional Utility Services, Inc. – Director of Safety Direct all safety activities for company of approximately 150 employees. Write and develop company’s Health and Safety Program. Introduced Site-Specific Health and Safety Plan format to be used on all RUS sites. Coordinate safety activities, policies and procedures for RUS clients including Duke Energy, Southern Company, TVA, Georgia Power, Voith Hydro, and Dominion Power. Build client relationships with weekly visits to the customer sites. Hire, train and manage RUS safety technicians for all RUS job sites. Provide a weekly safety bulletin for managers/supervisors at all RUS sites. Manage the training for all safety programs including PPE, Confined Space Entry and Rescue, fall protection and rescue, drug testing, and emergency response. Mentor and motivate all employees to work safely each day on every task. Continue to develop and improve the RUS safety program to bring it up to world-class standards through mentoring, training, consulting and “raising the bar” for workplace safety.

CATSI – On contract to provide safety oversight and management for Infineum for a demolition project at the Phillips 66 Refinery in Linden, NJ.
Developed all safety start-up forms and procedures to be followed by contractors performing demo work. Implemented JSA format that was so successful that the client and contractors adopted it as their new standard for all sites. Wrote a Site-Specific Safety Plan that became the new standard for Infineum on all of their sites. Provided training for the contractors and the client’s personnel. Conducted morning “toolbox” meetings with the contractors discussing the hazards of the day. Produced Lift Plans, including Critical Lift Plans as needed for mobile crane operations. Conducted daily site walk-downs and weekly site audits.

Shelby EHS – On contract to Voith Hydro, Inc. – Site-Safety Manager for Los Angelos Department of Water and Power, Bishop, CA Gorge Powerhouse Generator Rebuild Project -$55,000,000
Called in to “fix” multiple safety problems on site for Phase I. Kick-started safety program by retraining approximately 30 workers, 8 supervisory and several customer personnel and establishing a new set of safety values. Implemented morning Toolbox Meetings to address the day’s upcoming safety hazards and concerns. Held morning JSA/STA meetings with supervisors and crews to ensure all hazards properly identified and mitigated for each task. Personally trained on-site Confined Space Rescue Teams and saved Voith approximately $250,000 on outside rescue services. Developed and implemented Fall Protection Plans where none had previously existed. Designed a Lockout/Tag-out system with client support to protect workers in the event of a catastrophic failure of a major gate valve. Conducted daily worksite inspections with crew involvement, finding and eliminating hazards on the spot. Totally turned the safety culture around in less than one year.

Shelby EHS – On contract to Voith Hydro, Inc. – Site-Safety Manager for Alcoa Power Generation, Inc. Cheoah Powerhouse - $121,000,000 Project
Led safety program for a crew of 45 workers and management personnel for an aggressive rebuild project for Alcoa. Four hydro-electric generating units disassembled and rebuilt simultaneously, a first for Voith, with no Lost Time Incidents. Over 270,000 manhours with zero injuries Provided and maintained the implementation of the Voith’s and Alcoa’s safety rules, policies and regulations throughout the project. Oversaw the safe working practices and conditions on the construction site and ensuring that any deficiencies were corrected by assigning the responsibility to supervision. Developed the Site-Specific Health and Safety Plan, produced JSA’s based on hazard recognition as job progressed, issued and reviewed Hot Work and Confined Space permits maintaining the integrity of Alcoa’s procedures. Trained the on-site confined space rescue team to ensure quick response to emergencies while waiting for outside Fire and Rescue to arrive (45 minute arrival time). Chartered and chaired Safety Committee involving customer, millwright representatives, and supervisors to address safety issues as they arose on the worksite. Successful completion of the outage on schedule, on budget, no lost work time incidents.

Shelby EHS – On contract to Peak Hydro, Inc. – Site-Safety Manager for Corps of Engineers, Stockton, MO Hydro-electric Powerhouse. - $1,000,000 Outage to repair one blade on a Kaplan Turbine.
Managed safety for crew of 16 according to Corps of Engineers EM-385 Safety Manual. Developed Site-Specific Safety and Health Plan, developed confined space entry procedures and trained the entire crew including management the on confined space rescue team to ensure quick response to emergencies while waiting for “outside” rescue services. Developed Chrome IV plan with ventilation requirements for the scope of work. Monitored air for hexavalent chromium emitted from welding operations inside the confined space. Responsible for maintaining the health of the workers and implementing emergency medical procedures if needed in an emergency. provided medical case management; safety & emergency training to supervision; conducted record keeping and reporting. Kept customer’s management educated and aware of all hazards present on site and methods used to eliminate them. Cultivated a terrific safety culture among crew, customer, and management on this outage with no Lost Time Injuries.

Shelby EHS – On contract to Voith Hydro, Inc. – Site-Safety Manager for Alcoa Power Generation, Inc. Narrows Powerhouse, Badin, NC - $56,000,000 – Rebuild 2 Hydro-electric Generators and Balance of Plant Work.
Developed and managed safety program for Voith employees and Century 3 contract personnel from mobilization to de-mobilization. Conducted OSHA 10 and 30 hour training programs for all crew, management and select customer personnel. Developed Site-Specific Health and Safety Plan, Confined Space Permit, Lead Awareness Plan, several Fall Protection and rescue Plans and provided training specific for each. Implemented morning Toolbox Meetings to address the day’s upcoming safety hazards and concerns. Held morning JSA/STA meetings with supervisors and crews to ensure all hazards properly identified and mitigated for each task. Responsible for overseeing all aspects of safety program and ensuring OSHA, EPA and DOT compliance for Voith, Fluor and Alcoa. Guided all personnel to a Zero Incident /Zero Accident goal through leading by example. Chartered and chaired first Safety Committee for Voith Hydro with great success. Implemented a rewards program for safe work practices. Received many accolades from Alcoa and Fluor for a very successful, safe outage.

Shelby EHS – On contract to Voith Hydro, Inc. – Site-Safety Manager for Alcoa Power Generation, Inc. Santeetlah Powerhouse, Robbinsville, NC - $2,000,000 – Rebuild 2 Hydro-electric Generators and Balance of Plant Work.
Developed Voith’s first Field Safety and Health Plan and implemented training to all crews working on site for this 180 day outage. Performed all safety-related duties required by Alcoa/Fluor Alliance including Weekly Scored Inspections. Managed resources, held daily Toolbox Meetings, trained crew in JSA/STA development and reviewed these daily. Trained Confined Space Rescue team for specific, unusual space entries, saving Voith approximately $150,000. Wrote and implemented the Lockout/Tag-out program.
