EXPERIENCE:

I have many years of experience in Telecommunications with major Telephone and Metro Fiber companies in the United States. Most of my responsibilities have been in Outside Plant Engineering (OSPE), where I have been involved in all aspects of planning, estimating, engineering, right-of-way acquisition, and constructing major projects and routine work orders.

Future Planning, RFP's and RFQ's, transmission design and analysis, economic studies and tracking development plans.

Was OSPE Team Lead for the Washington DC and Northern Virginia Fiber Networks of MCI/WorldCom, (now Verizon Business).

I have also been Construction Supervisor in charge of ISP and OSP routine and specific projects. Most recently was in charge of OSPE for Level (3) Communications, and all their Metro and Long Haul Fiber networks in Maryland.

I have performed Project Management functions, working with Corporate Management, Business Development, Customer Services, Provisioning, Marketing and other departments to coordinate plans and provide service.

Maintained working contacts with customers, builders, developers, governmental & regulatory agencies, other utilities, and other Company departments.

I have experience with Industrial, Commercial and Hotel copper and fiber optic wiring and cabling systems.

Prepared detailed engineering plans for copper and fiber optic cable installations, and various electronics including Gig-E, ATM/SONET terminals, DLC’s, DSLAMs, MUXes and other systems. This included producing hand-drawings, CAD drawings, spreadsheets, and Installation, Cutover, and Maintenance Specs and procedures.

Prepared construction bid packages, award notifications, set up fiber pre- and post-installation testing, and all other construction-related PM functions, including expedites. I performed contractor pre-bid and project kickoff field meetings, and inspections during construction. Prepared and tracked Purchase Req's. Purchase Orders, and material inventories.

Performed loop make-ups for copper & fiber assignments, and made repeater and splicing schematics and details. Performed long-range OSP & ISP planning functions.

Proposed and tracked operating and construction budgets.

Assisted during fiber cuts by mapping OTDR traces to determine cut locations. Can OTDR test fibers.

I've also handled Inside Plant (ISP) Electronics and Circuit Design functions. This involved designing various Telecom Circuits, such as Analog and Digital Data Circuits, Trunks, and Carrier systems via Interexchange SONET Fiber MUX’s, Channel Banks and Pairgain facilities. This included loading equipment, rearrangements, and various system cutovers in a computer database/design system; I also trained several new users on that system. Familiar with various Metro Ethernet systems and design.

Knowledge of Optical Power calculation, Link budget, Fading margin, Receive sensitivity, Attenuation etc.

Knowledge of troubleshooting, fault finding of Optical Network elements. Hands on experience with Optical Power Meter and Light Source, OTDR, Fiber Identifier, Polarization Mode Dispersion (PMD) and Chromatic Dispersion Testing, ORL, etc.

O&M experience of Optical network elements with multi-vendor technology.

Good understanding of Media TDM/ATM, E1/T1, PDH/SDH, ASON/GPON, TCP/IP and other transport technologies.

Knowledge of Optical and digital technology, such as IP, PDH/SDH and DWDM/WDM with good understanding and experience on Multi-vendor equipment.
