Hired as a Senior Contract Specialist with Syneren Technologies Corporation on 02/2/2015 in support of the DC Navy Yard on a temporary agreement.

Hired as a Contract Specialist/Administrator to support a NOAA Contracting Officer, Department of Commerce. (4/28/2014 to 07/04/2014). I was hired by IM Solutions as a Contract Specialist/Administrator until a full time NOAA Contracting Officer could be hired by NOAA. I worked as an employee of IM Solutions (but not as a consultant). I provided contract advice and recommendations to the Program Office for the [GOES –R, Antenna System contract. The antenna system includes the components and infrastructure needed to communicate with the GOES-R satellites to control the spacecraft and capture the telemetry and science data from the instruments. This new series of spacecraft, set to begin launching in 2015, is expected to double the clarity of today’s satellite imagery. I provided recommendation on how to negotiate with the Prime Contractor (Harris Corporation) on several ECP (Engineering Change Proposals and Cost Overrun Proposals.

I reviewed all historical documents and made recommendations for future changes. NOAA has had four Contracting Officer’s within the past year with limited experience in administering CPAF type contracts. The only Contract Specialist on the Program was a Level II Contract Specialist. The current Contracting Officer was on part-time duty and only worked two days a week on the GOES-R Contracts and he was scheduled to be assigned to a different position in NOAA. I worked with a team of one Contract Specialist, a COTR and several engineers (who were also contractors. I performed several functions:

I was responsible for coaching a team of 15 professional civilian and contractor Personnel on the requirements contained in the FAR, Commerce and NOAA Procurement Regulations which supported the acquisition

I established the method of negotiations (negotiate the bottom Price amount and not individual cost elements.

I identified several contract problems and provided potential resolutions.

I attended all weekly meetings and updates that were presented to the program office. I developed contract positions on Government Property,, special provisions, terms and conditions to ensure compliance with appropriate federal, departmental, and agency regulations.
