Proposal management as a consultant. Recently finished managing a proposal as a consultant for a contract valued at several tens of millions of dollars for a classified customer.
August 2010 – April 2014: Dell Services Federal Government: Senior Proposal Manager
Managed 15 proposals with 11 wins. All were single-award contracts valued at more than $80 million.
March, 2009 – August 2010: McNeil Technologies: Senior Proposal Manager
Managed 7 proposals, (3 classified) and we won six for $850 million. Wins included contracts for $300M (single award) $40 million (single award) $34 million (single award), $450M (IDIQ 3 awards), and a BOA with no ceiling. Received an $18,000 bonus for superior performance.
2006-2009: Computer Sciences Corporation (CSC): Senior Proposal Manager
Managed an IT proposal for the FAA that won a $40 million contract. Managed a proposal valued at several hundred million dollars. We won the down-select then I was assigned to a classified proposal. Won a $14 million contract at DTRA.
2005-2006: L-3 Senior Proposal Manager
Managed a proposal valued at $200 million for Air Force SAF/CIO. After we submitted the bid, the customer lost half of its funding and issued a small business set aside that one of our subcontractors bid as prime for $100 million with L-3 as a subcontractor and using my proposal for most of the re-bid. Won $60 million in other bids.
2003-2005: Innovative Logistics Techniques, Inc.: Director of Proposal Development
After an absence of one year form this $30 million logistics services company, the company asked me to return as Director of Proposal Development and to manage all proposal efforts. We won more than $100 million in competitive bids.
2002: User Technology Associates: Manager of Proposal Development Center
Our proposals won more than $170 million for this $80 million company. I managed the Proposal Center and served as Capture Manager for large bids.
2000-2001: Innovative Logistics Techniques, Inc.: Director of Public Sector programs.
Was responsible for contracts with the U.S Department of interior, U.S. Department of State, the National Institute of Standards and Technology, and the District of Columbia City Government. Won a single-award IDIQ contract with an unlimited ceiling with the Department of Interior.
