PROFESSIONAL SUMMARY:

I am a seasoned Information Technology (IT) Program Manager with over 25 years of experience in IT and Communications Systems. I have led IT program and project work, and IT teams over the last 10 years with five of those years spent managing IT and Project Management government contracts. Over the last six years with industry, I have led as many as 270 employees while directing Enterprise IT services and IT Service Management in a fast paced and diverse environment with multiple divisions and stakeholders. I’ve worked with Contracting Officer Representatives (CORs) daily surveilling performance, communicating research, performance analysis and metrics and providing reports and documents that form the basis for identifying organizational service gaps. I have integrated and conducted performance analysis in IT Project Planning and Engineering, Software Development, Data Management, Configuration Management, Help Desk, Desktop Support, Computer Image Development and Testing, Information Assurance, Video Teleconferencing (VTC), and Networking. I am adept at meeting multiple deliverables and performance objectives by means of cross functional teams allowing the customer to carry out their core business objectives and to realize value from achieved outcomes. I have managed employee schedules; approved time sheets and travel; assisted with HR requirements including I-9 forms, State Tax exemption forms, and company orientations; and written direct reports to ensure the company meets state employment and employee qualification requirements.

I am well versed in the Project Management Institute (PMI) global standard of project management with experience in initiating, planning, executing, monitoring and controlling, and closing project work. I’ve created project plans that embody project charters, scope and scope baselines and statements, and the collecting of requirements. I am accomplished at developing schedules, budgets, risk management registers, communications management plans, stakeholder management registers and many other artifacts. I’ve driven project status reporting and coordinated meetings as communication and management tools to maintain contract and project health and to provide transparency to risks and issues that may require stakeholder support and action.

EMPLOYMENT HISTORY:

Business Developer / Sr. Program Manager, Quantum Dynamics, Inc. 4/1/15 to Present

Develop new business and manage a portfolio of IDIQ contracts that includes NETCENTS II which provides the Air Force with a primary source of net centric and IT products, services, and solutions. Demonstrate understanding of contract types and their requirements, risks, and value. Validate statements of work, RFIs and RFPs per opportunity or project objectives and select vendors against stated deliverables. Apply concepts, principles, infrastructure parameters, policies and procedures, standards, and best practices to achieve scope of work. Communicate in clear and relevant descriptions or pictures of process benefits. Assist in developing new markets to increase corporate market share. Perform as capture lead for government contracting opportunities and participate in proposal efforts as writer/reviewer to win new business. Develop and maintain lead/opportunity pipeline to prioritize them in order of maximum return on investment (ROI.) Review and recommend Sources Sought/RFI/RFP/RFQ solicitations and prepare bid/no-bid recommendations. Conduct SWOT analysis for RFI responses and technical inputs for writing assignments to prime and subcontractors. Prepare marketing plan with proposed budget to outline overall marketing efforts and strategies. Brief business development progress in weekly operations meetings. Prepare and submit weekly business development reports.

Project Management Office Program Manager, ICP Systems, LLC. 8/1/14 – 3/31/15

Led a Firm Fixed Price (FFP) contract providing Project Management Office, Military Exercise Planning, and Technical Writing services to the US Army Reserve Command (USARC) IT Department. Staffed the PMO with three PMP Certified project managers and a Deputy Program Manager with a Masters in Project Management. Worked with stakeholders to align deliverables with requirements; develop project scope, create work breakdown structures, responsibility assignment matrices, schedules, and numerous other project artifacts. Practiced organizational change management methods and assessed quality to achieve 100% customer acceptance of all delivered artifacts. Planned, identified, and documented project quality standards; defined project activities and their sequence; and estimated resources and prepared activity duration estimates. Worked with stakeholders to make informed decisions on quality factors that cannot be compromised. Communicated gaps in requirements and set realistic expectations on deliverables and followed through with client, customers, and stakeholders. Identified potential risks to projects documenting them with risk assessment matrices and putting risk mitigation plans in place to alleviate them should they occur. Measured performance with qualitative and quantitative metrics reporting contract performance monthly.

Achievements: Created a new Project Management Office to provide project oversight of projects for four separate division’s projects while complying with Federal Acquisition Regulation (FAR) requirements and avoiding conflicts of interest. Delivered to the customer a comprehensive project plan within 45 days of project start, a risk analysis addressing oversight responsibilities and potential conflicts of interest issues between four prime government contractor vendors, and collaborated with a vendor partner to implement an unused Microsoft Project 2010 server.

Site Manager (Project Manager), KSH Solutions, Inc. 4/1/13 – 7/31/14

Managed the requirements of a Firm Fixed Price (FFP) government contract providing IT services and IT Service Management to Womack Army Medical Center; a community of about 5,000 computer users. Met with sponsors and key stakeholders to collect requirements ensuring project requirements were clearly understood, agreed to, and achieved. Validated contract and project requirements per project objectives and scheduled resources against stated deliverables. Communicated face to face with team members to ensure compliance with company standards and values. Proactively identified and negotiated improvements to standard processes and procedures. Created project schedules by defining needed activities, sequencing, resourcing, estimating durations and resources; and validating the schedule with the team. Used the schedule as a communication and management tool to ensure project stays on schedule, making needed adjustments for approved changes to task requirements and project exceptions. Directed, monitored, controlled performance of 29 employees, reported their performance monthly and analyzed statistical data to optimize staffing. Communicated frequently with client staff, stakeholders, customers and employees to ensure dissemination of information; followed up by walking the work areas to ensure information was understood. Met weekly with client staff and Sponsor and participated in weekly Change Management Boards (CMBs).

Achievements: Created a first ever one-year performance baseline in a 15 year period by qualitatively and quantitatively analyzing work order system service tickets and end-user service satisfaction surveys capturing the total numbers of work orders each employee completed and the customer satisfaction survey results received for those work orders giving the client an understanding of services rendered and how their organization felt about it. Created and implemented an employee cross training program to improve service delivery and maximize use of resources. Realigned administrative services staff to increase availability of administrative IT services. Initiated and completed a contract performance work statement review and briefed the company president on the result increasing his awareness of change management gaps and options to improve service delivery. The company was lauded by client during the government furloughs for exceptional support in absence of government staff.

Program Manager, NCI Information Systems, Inc. 8/1/12 – 3/31/13

Managed the requirements of a Labor Hour contract providing Microsoft SharePoint services to Womack Army Medical Center. Worked with stakeholder and team input to accurately define scope definitions providing a common understanding of the customers desired end result. Used planning, estimating and controlling to prevent scope creep and to help others to understand the impact of changes. Documented client business processes in collaboration with the client to develop governance documents. Communicated changes and issues to the Vice-President of Enterprise IT Operations and delivered monthly project reports to summarize accomplishments. Communicated regularly with stakeholders, the client and customers to identify key stakeholders and manage expectations. Provided desk side assistance to staff members appointed as SharePoint site managers empowering them to manage the design and content of their assigned sites.

Achievements: Led SharePoint projects and tasks to identify and remove 53 old and unused SharePoint sites and collaborated with the SharePoint Administrator to identify and remove over 800 expired and unused permissions groups following a SharePoint migration. Implemented the use of the project lifecycle with emphasis on collection and vetting of requirements and provided recommendations for effectively managing content. Helped the customer improve their service delivery by developing SharePoint process documents and maintaining an issue log. Advised the client on effectively managing stakeholder/customer requirements through meetings, interviews, and focus groups. Created and implemented an online customer self-help site that continues to enable SharePoint users to quickly find answers to commonly asked questions about how to use SharePoint and manage their departmental SharePoint sites.

Site and Business Relations Manager, L-3 National Security Solutions (L3 Stratis), 08/4/10 – 07/21/12

Managed the requirements of a Firm Fixed Price (FFP) government contract providing 270 employees at 12 geographically dispersed sites for the US Army Special Operations Command, an organization of over 50,000 people. Delivered Enterprise IT service and IT Service Management encompassing IT Project Planning and Engineering, Software Development, Data Management, Configuration Management, Help Desk, Desktop Support, Computer Image Development and Testing, Information Assurance, Video Teleconferencing (VTC), and Networking services. Performed project management methodology to improve the quality of contract deliverables by interacting and building relationships with a wide cross-section of stake holders and support teams. Followed the defined business processes and policies in line with directives by the Program Manager and established business directives. Communicated often with subcontractors to ensure team resources were qualified and quickly placed. Communicated frequently with the Client and Sponsor to find ways to improve their service delivery and increase the productivity of their resource. Worked diligently with all stakeholders to define and execute project plans that include scheduling, cost inclusion, engineering, planning for risk and developing strategies for dealing with potential risks as well as covering them.

Achievements: Initiated a three year project to carry out a Windows 7 migration project for 30,000 computers. Supervised the life-cycle replacement of 8,000 computer per year and upgrade or installation of 30 video-teleconference suites. Led the transition of the contract from FFP to Time & Materials and trained teams to meet Service Level Agreements. Implemented Information Technology Information Library (ITIL) processes resulting in a reduced level of rework.

L-3 National Security Solutions (L3 Stratis), 4/1/09 – 8/1/10

Enterprise Architect

Assessed and documented the organizations architectures using Department of Defense Architecture Framework (DODAF) artifacts to reflect communications capabilities and interoperability and how the systems would typically be deployed in a military tactical deployed environment.

Achievements: Worked closely with US Army Special Operations Command stakeholders and the client to deliver the “As-Is” and “To-Be” architecture products that captured the customers tactical military communications systems and how those systems would evolve over the following four years. Developed organizational structure products providing graphic depictions of the organization from the executive to team level. Created new or updated over 50 facility and architectural building diagrams depicting the location of all classified and unclassified network cabling, connectivity, and protected cable distribution systems through on-site inspections. Assisted in administering the IT directorates classified and unclassified SharePoint portal sites to update content, control access, and redesign SharePoint sites resulting in an increased use of client sites.

Retired Chief Warrant Officer Three, United States Army. June 1984 to March 2009

Senior Network and Signal Systems Support Engineer. Significant accomplishments between 2007 and 2009 included supporting a construction project to design and architect the IT infrastructure for a multi-million dollar Military Command Center and a Capstone project that captured the current and future needs of user computing devices for the US Army Special Forces Command (USASFC), an organization of over 30,000 people. Position held include Deputy IT Director (2 years) and, IT Project Coordinator (2 years), IT Systems Network Planner (10 years).
