Over twenty years experience in Management to include Communications, Consulting, Media, Intelligence, Technology Implementation and Deployment, focused exclusively on the Asia-Pacific region and surrounding areas. Extensive experience in strategy and doctrine formulation, project management, people development, software deployment, analytical course development and instruction, resource programming, strategic messaging, international engagements, media analysis, business intelligence, and organizational analysis. During this time successfully managed portfolios in excess of US$4M and a staff or more than 40 individuals. Experience working in Japan, Korea, Mongolia, Singapore, Taiwan, and Thailand.

WORK HISTORY

Aug 2014-Present: G. Rush Consultancy, LLC: As the Managing Director I have been working with Asia-Pacific based clients supporting research and analysis for media, communication strategy development, and risk assessment for market development.

Apr 2014-Jul 2014: Intelligence Analyst, Booz Allen Hamilton: During this period served as an intelligence specialist for the Asia-Pacific Region supporting the United States Army Pacific (USARPAC) Irregular Warfare Analysis Center (IrWAC).

Aug 2008-Apr 2014: Senior Open Source Intelligence (OSINT) Project Lead and Foreign Media Analysis (FMA) Subject Matter Expert (SME), Booz Allen Hamilton: During this period worked as the Senior OSINT and FMA SME for the USARPAC G2 (Intelligence Directorate) in support of United States Pacific Command (PACOM) information and intelligence requirements. Managed multiple OSINT projects and personnel to include doctrine and training development, financial management, international OSINT conference development, planning, and execution, and OSINT partner nation exchange engagements. During this time also supervised more than 20 client facing staff.

Oct 2006-Aug 2008: Senior OSINT SME, Booz Allen Hamilton: Provided OSINT SME support to the 500th Military Intelligence Brigade (MIB). Responsible for OSINT and FMA doctrine development, planning, and implementation in support of 500th MIB requirements. Led the concept development and eventual deployment of the first FMA section dedicated to Asia-Pacific regional media analysis in support of All-Source intelligence production.

Apr 2006-Oct 2006: Senior Information Assurance (IA) SME, Booz Allen Hamilton: As an IA SME provided support to Japan-based United States Navy (USN) clients during deployment of unclassified and classified information systems. During this period also provided IA and C4ISR SME support to Foreign Military Sales (FMS) projects supporting a Government of Japan (GOJ) client within the Ministry of Defense (MOD-Japan Self Defense Force (JSDF) Joint Staff Office (JSO)). In addition, also provided IA expertise and support to Japan based commercial clients.

Jan 2006-Apr 2006: International IA SME, Booz Allen Hamilton: Provided IA SME support to the USPACOM IA directorate. Responsible for the development of doctrine and training to support international IA engagement focus for both information systems and personnel with multiple Asia-Pacific based nations.

Nov 2003-Jan 2006: IA and Public Key Infrastructure (PKI) SME, Booz Allen Hamilton: Provided IA and PKI support to USPACOM IA division. Responsible for the development and deployment of National and Theater level PKI requirements in support of USPACOM policy and directives. During this time also development and implemented support to two international IA conferences based in Hawaii.

May 2001 – Dec 2003: Senior PKI Analyst and SME, Booz Allen Hamilton: As the Senior PKI SME lead 12 personnel in multiple locations in the Asia-Pacific region supporting the United States Marine Corps Pacific (MARFORPAC) IA Directorate.

Jun 200-May 2001: C4ISR Targeting Analyst, Booz Allen Hamilton: As the only C4ISR Targeting Analysts supporting the Pacific Air Force’s (PACAF) Intelligence Directorate analyzed Asia-Pacific based nations’ air defense and C4ISR systems in support of PACAF information and intelligence requirements for PACAF targeting development.

Feb1990– Dec 1999: C4ISR Analyst, United States Air Force (USAF): During nine years of honorable service in the USAF provided C4ISR and linguistic support to multiple USAF intelligence organizations.
