Employed by ISS at the HP Data Center operating chillers, BAS controls, high voltage (12,470 down to 24 vac) switchgear to assure 100% up time for the conventional data center and the EcoPod condensed onsite package data center. In monitoring everything from the air conditioning to the generators, along with the fire protection of the facilities I located some bad I/O Schneider Electric boards that impact the generator starting up at the most critically needed time. Identified some chilled water flow balance problems and corrected where allowed to, the issues flagged to HP but unfortunately not in time to prevent a $50,000 Trane screw compressor from going bad.
Fluor Global HVAC/Refrigeration Service Engineer 2/13-6/12
Utilized my 30 years of expertise working in Afghanistan to help deal with the multiple compressors, and control board failures due to "trash," under voltage issues on Carrier reefers needing OEM optional capacitor banks not yet installed on the units. Identified malfunctioning control boards to protect several different manufacturers' package units that are fire hazards to the troops, as well design/technical oversights of installed split units, e.g. heat pumps that cannot function in -14C weather in heat without electric strip elements backup!
Mostly triage type of repairs due to no system by which to purge with nitrogen even though available for helicopter tires, and to pressurize for leaks, as of yet, and limited filter driers available to clean up the failed systems.
Paulson Cheek Mechanical HVAC/Mechanical Service Engineer 2/12-11/11 Worked on McQuay screw chiller at 1801 Peachtree St., York screw chillers at TACG, along with Automation Directs' Carrier chiller that has the aluminum coils extended warranty that had to be replaced, to operate efficiently thus realizing refrigerant and overall energy savings by stopping leaky units installed system modifications to cooling tower bypass valves and re-installed correct belts, to cleaning tubes at TACG's York Screws, all efforts contributing to reduce energy consumption, as well as optimal performance.
CGL HVAC Troubleshooter 11/11-7/10
Consulting, identifying, and repairing (retro-fit) of HVAC, Boilers and Chillers maintenance issues that arise as well as plumbing and piping in addition to other facility mechanical issues. Supervise techs, with varying degrees of knowledge on HVAC systems, to cover 56 buildings on Georgia Tech's housing campus from a central steam plant supplied loop, and chiller loop, to two, 3 million BTUH hot water fire tube generators, as well as 4160 VAC York high pressure chillers, R123 chillers, a 100hp 50psi steam boiler, along with numerous small hot water boilers. The flue for the fire tube boilers had always had two of the five "Exhausto" fans running backwards resulting in operational issues in terms of misfires and natural gas losses identified my first winter on the contract. Additionally my experience in resolving many EMS/BAS issues associated with improper staging of equipment, whether pumps for hydronic heat, or chiller primary/secondary loops that cause malfunctions, to lack of balancing valves in the GLC dorms resulting in my identifying HVAC systems that suffer most of their failures due to bad design, improper installation, and negligence operation and maintenance. EMS/BAS training that I've had in Johnson Controls empower me to discern many issues with most of the DX9100 systems in particular that many military, Dept. of State facilities utilize, as well as GA. Tech. The complexity of these technical responsibilities can best be described in person.
CAE HVAC/Mechanical Service Engineer 7/10-06/08
Identified and repaired when allowed, numerous embassy HVAC/BAS issues from the improper retro-fit of Santiago's U.S. Embassy McQuay chiller with a Multi-stack heat recovery that was plagued with numerous piping and control issues, along with inadequate earthquake prevention techniques that resulted in recent failures that were repaired on site. Whereas most of Haiti's main issue was due to "snubbers" not being installed on 12,000 lb AHU as depicted on the original drawings and their remaining issues are pre-quake items such as leaking transmission on the cooling tower drive shaft, pump alignment coupling, but no fault history logged in the York display panel related to low refrigerant charge issues.
My Bern U.S. Embassy project resulted in me identifying over half of the FCUs installed as having operational issues that impacted the bleed over from the hot water loop to the chilled water loop resulting in dumping of water out of the chilled water loop that was not being addressed by locals increasing the 3.5 bar to 4.5 bar PRV. I could have flagged why a single coil would not work well in a 4 pipe system, and if brought in on the front end of the project, I could have helped save greatly on operational and energy costs. Now that the warranty has expired someone will be going back to correct the identified worst offenders that were discerned by draining the hot water loop and making note of the water amounts when isolation valves were opened. Unfortunately unlike how Col. Brooks, my DPW Director at Ft. Eustis, enabled me to make improvements from the ice storage systems, to using chiller controls to enable more reliable operation of the system for peak savings purposes, along with the water softener for the central boiler plant that had been neglected for considerable time and required considerable rehab efforts to numerous issues around the campus at various pressure reducing stations I could only identify and recommend problems and cost effective solutions for the State Department. I addressed failure issues of the geo-thermal system due to drought conditions, numerous EMS issues due to Johnson Controls engineering/installation from locating O.A. sensors incorrectly installed inside the exhaust duct thus causing the chiller to come on in a 2 pipe system in winter, to something as simple as changing a few lines of code to change the pre-cooling coil in the O.A. AHU supply into a hot water coil to compensate for the lack of adequate KW. This work ethic is what prompted Colonel Brook's very flattering letter of reference and weighed heavy in his decision to renew the contract after by allowing me to check out a new building before it was turned over by heating up the building, then switching to cooling and doing another walk through to generate a quick laundry list of the weak links in both heat and cooling. A project in Dushanbe was partially repaired due to improper decisions by OBO/CAE concerning a heat exchanger that needed to be shipped, along with the two condenser coils I previously identified but did not have on site once the heat exchanger was confirmed as having leaks with nitrogen.

My contributions influenced the company's ability to renew the contract. Identified a large security aspect of the ESU filters installed by use of tissue paper on a handle to demonstrate to the COR architect the security mistakes. The suggestion that I made to the First Kuwaiti's EMS/BAS engineer resulted in the chillers being able to remain on line because the operating scheme of trying to match the VFDs of the pumps with the VSDs of the chiller, was like trying to hit a bullet with a bullet, resulting in numerous chiller faults. This is an example of over reach for energy savings. After my suggestion of allowing pump speed to go full throttle and utilize the unused bypass valve to compensate for the 2 way valves shutting down proved effective in keeping the chillers on line. Many of these issues could have been avoided if a value engineering meeting was conducted with someone of my expertise that would have saved considerable costs to the project up front. My surmising what was happening with the NOBs chilled water issues was linked back to my questioning why a back flow preventor was needed over a double check valve. If I had been involved in designing the HVAC I would have pushed for a closed loop evaporative cooling tower central plant that would have required fewer high skilled technicians and more PM techs instead. Additionally deeper pilings would have helped stopped cracking of windows, as well as if the potable water pump controls had been installed inside a dry water tight sump to avoid operational failures resulting in significant saving of repairs and energy.
Fulton County School System HVAC Service Engineer 12/07-10/03
Responsible for HVAC maintenance and expansion as necessary for a cluster of older schools from air conditioning to boilers that had been neglected from startup in terms of tempering valves located in series as opposed to parallel to the building loop water logged, underground conduits and service lines that present unique technical challenges to keep free of water, as well as boiler breeching not conducive for proper draw of flue gases, to screw chillers that are not in synch with the bypass valves or cooling tower PID controls of fans and pumps. Once again optimal operation of equipment equals energy savings as well as lower repair costs.
Griffin Services, Fort Eustis, VA Utilities Manager 10/03-4/02
Supervised 14 techs, not all HVAC qualified, to cover 300 plus buildings on Ft. Eustis' campus from a central steam plant, ice storage systems, large geo-thermal systems, and many other pieces of equipment and their respective EMS.
Improvements in the ice storage systems using chiller controls to enable more reliable operation of the system for peak savings purposes, along with the water softener for the central boiler plant which had been neglected for considerable time and required considerable rehab efforts along with the numerous issues around the campus at various pressure reducing stations were slowly addressed in house with the talents developed by my leadership. Addressed failure issues of the geo-thermal due to drought conditions, along with numerous EMS issues due to Johnson Controls engineering/installation from locating O.A. sensors needed outside underneath a sun shade on the north side of the building that were incorrectly installed inside exhaust ducts or something as simple as changing a few lines of code to change the 2 pipe, pre-cooling coil in the O.A. AHU supply into a hot water coil to compensate for the lack of adequate KW. This work is what prompted Colonel Brook's very flattering letter of reference and weighed heavily in his decision to renew the contract.

Performing startup on centrifugal, screw and other warranty required work. At one time I was the only field personnel assigned out of Atlanta’s office, due to defection of personnel to Landis-Gyr. Resolved many start problems at Lockheed’s F22 plant that contained (3) large dual compressor centrifugals, controls from McQuay CSC Panel to ALC. Repaired the Georgia Dome centrifugals that required numerous mechanical, and electrical repairs.
