Career History
Government Affairs Consultant, D&J Associates, 2009 to Present. I have been providing consulting services for government, non-profits and business owners on facilitating grant awards, business loans, zoning, legislation (i.e. energy, housing / health issues), etc.
Assistant to the Under Secretary, Rural Development (USDA), 2006 to 2009. Appointed by President George W. Bush to assist in legislative / communication policies. Liaison between Rural Development, U.S. Senate and House. Coordinated meetings and met with stakeholders and elected officials. Primary responsibilities entailed supervising staff and spearheading efforts with the Legislative Affairs and Political Affairs staff.
Vice Chairman and Commissioner, United State Postal Regulatory Commission, 1998 to 2005. Appointed by President Bill Clinton to provide oversight of $70B in revenue, 825,000 employees and 38,000 facilities to the United States Postal Services. Presided over hearings with media publishers, Fortune 500 firms and unions on issues affecting their businesses.
Director of Communications, United State Senate, Sergeant At Arms Office, 1997 to 1998. Oversaw public affairs, communications and media relations. Managed press releases, media kits, and promo materials. Maintained relationships with media outlets.
Special Assistant to the Commissioner, Social Security Administration, 1990 to 1995. Appointed by President George H. W. Bush. Served as advisor to the Associate Commissioner of Legislation and Congressional Affairs. Maintained liaison duties/activities with congressional committees, agencies of the executive branch, and other SSA companies. Followed up on proposed legislation in the committees and with members of the staff as appropriate. Identified areas that could have significant impact on SSA’s programs.
Special Assistant, U.S. Department of Energy, 1989 to 1990. Appointed by President George H.W. Bush. Visited congressional offices and government officials to provide information and discuss issues. Initiated and maintained contact with key congressional and executive officials as necessary in inaugurating and conducting specific projects. Reviewed legislation important to administration and recommended political strategy/tactics to ensure that Administration’s views were acceptable to Congress. Attended all senior level staff meetings conducted by the Secretary of Energy. Performed inter-government related operations and public/private partnership functions. Worked extensively with Historically Black Colleges and Universities, Minority Financial Institutions, and with the National Energy Information Clearinghouse. Provided management and technical assistance to educational institutions and minority business enterprises.
District Administrator, Congressman Webb Franklin, 1982 to 1987. Responsible for supervision of district staff and coordination of four (4) congressional offices in a 21 county area in Mississippi. Met with city, county, state and federal officials and agencies. Responsible for planning the district schedule with the Congressman. Represented the Congressman at various public speakers’ forums and traveled extensively throughout the district. Planned and coordinated business and procurement seminars and conferences. Worked exclusively with Small and Disadvantaged Businesses. Assisted entrepreneurs with financial planning, investment techniques, business development and procurement assistance. Coordinated efforts of minority, women and veterans businesses within the district.
