Principal Consultant - National Institute for Smart Government (NISG), India (Nov 2012 - May 2015)

May'14–May'15: MIS Portal for the Ministry of Labour and Employment, Government of India The project was stuck for 4 years due to various reasons relating to contract management, hardware and software installation, change request management. Responsible for providing solutions to the challenges and project management to make it go live by November 14 and also roll it out to all 11000 + institutes by February 15 enabling migration of over 1 million trainees on an online system for vocational training lifecycle management. https://ncvtmis.gov.in

Nov'12-May'14: National Judicial Reference System (NJRS) project for Income Tax (IT) Department, Government of India: RFP preparation and bid management for the Project. which also included As-Is and To -Be study, SLA requirements, Infrastructure requirements, selection criteria, consortium bid and contract requirements.

Jan'13–Dec'13: Jeevan project of Delhi Government: Preparation of Expression of Interest and subsequently RFP. Jeevan project involves creation of online portal and service centre kiosks across Delhi to enable delivery of government services to citizen including payment of utility bills.

June'13–Dec'14: Information Security Policy for Ministry of Home Affairs: Coordination with the agency with expertise in the security domain to study the global and domestic security practices, legal framework so as to formulate the national security policy.

June'13–Aug'14: Seeding Project of Unique Identification Authority of India (UIDAI): Preparation of Model RFE, RFQ and RFP for the “Aadhaar” Seeding Project to facilitate linking of Aadhaar number issued by (UIDAI) to residents for various schemes offered by other government departments.

May'14-Sept'14: “MeghRaj” cloud platform of Department of Information Technology, Government of India: Worked on a proposal for the Architecture Management Office and Centre of Excellence project for formulating various processes, guidelines, standards and templates for the cloud ecosystem of Government of India and to provide advisory services and handholding support to various government departments who wish to use the Cloud technologies for their eGovernance projects.

Senior Consultant, National e-Governance Division (NeGD), Department of Information Technology (DIT), Government of India (Aug 2009 – Nov 2012)

Aug'09-May'10: State Portal project for implementation in all the 35 states and Union Territories. Involved in preparation of the template RFP, appraisal of the proposal of the states (both financial and technical aspects), review of RFP’s prepared by states, coordination with Consultants representing the states, preparation of implementation guidelines and project management.

Sept'09–Oct'12: Responsible for the management of the National eGovernance Services Delivery Gateway (NSDG) - a Mission Mode Project under National eGovernance Plan, Government of India. Responsible for reviewing deliverables of the project being implemented by a 25 member team of CDAC, the agency implementing the project.

Oct'09–Oct'12: Standards Project. Responsible for coordination, review and participation in the expert committees to deliberate and discuss on standards formulation for Biometrics, Meta data and data standards, enterprise architecture framework, security and quality assurance frameworks, Interoperability framework for eGovernance, digital and XML signatures, Localization Standards, RFP Standardization, Smart Card Standards and Policy on Open Standards.(http://egovstandards.gov.in).

Jan'10–Oct'12: Project management of National Portal of India (http://india.gov.in), Open Technology Centre project for promotion of Open Technology including Open Source Software and Open Standards and eGovernance Conformity Assessment Centre project for capacity building and setting up of quality assurance centers. Responsible for review of the deliverables and defining the activities/tasks and goals of the project based on the objective set by DIT.

July'08-Feb'09: Responsible for the management of a .Net project for a pharmaceutical client, developed across locations (Gurgaon, Kochi and US). Responsibilities included quality assurance, resource planning and management of the 10 member Kochi team.

Feb'09–Aug'09: Worked on the automated incentive compensation computation for sales representatives’ .NET project for 7 major US pharmaceutical companies with a team of 8 members in India and 5 in US. Main challenge was zero error tolerance due to direct financial implications and requirement of short turnaround time SLA’s with the companies for computing and generating the incentive compensation reports.

Oct'06–Apr'07: Led a 10 member team in the development of 6 web based applications using Java/J2EE struts/spring/hibernate framework and web services for a US based health care client.

Apr'07–Aug'07: Led an 8 member team in the project requiring fixing defects in applications on Java/J2EE struts/spring/hibernate technologies. Project demanded quick understanding of the application in which defect is encountered, fixing the defect, testing and delivering the fixed code in a very short time.

Aug'07–Sept'07: Led a 5 member team for the UBH RAD Support project team which involved transitioning the maintenance for 5 applications to a new team and for streamlining the process activities.

Oct'07-Nov'07: Faculty in Cognizant academy for Java and HTML courses.

Dec'07-Jan'08: Led a team of 6 members in the stored procedure conversion project. This involved analysis and conversion of over 100 stored procedures written in Sybase to DB2 UDB.

Feb'08–June'08: Led a 7 member team for the development of a web based application using Java/J2EE- struts/IBATIS technologies for the North West Airlines client. Involved in requirement analysis, design, development, quality management and project management activities.

Software Engineer II, Qwest Communications, Columbus, Ohio, USA (Feb 2001 - July 2004)

Feb'01-Apr'03: Designed, developed, tested and maintained Credit Card Authorization system (CCAS). A real time application, it required a Service Level Agreement of 99% for availability. Developed a client server system using CORBA (Visibroker), Java on Sun Solaris System and ORACLE database (PL/SQL). Enhanced the application performance by improving response time, alarm management, fault tolerance and load bearing capacity of the system. Maintained, enhanced and provided production support for CCAS system.

Apr'02-June'02 and Oct'02-Feb'03: Worked on the Billing adjustment ticketing center project using Java EJB servlets and JSPs on iPlanet and Weblogic Server. This is a web-based application for creating billing adjustment tickets. Created an ftp process for daily upload of file to the mainframe system. Independently handled the database (ORACLE), testing, deployment and release management of this application.

June'02-Aug'02: Worked on the IDDD (International Direct Digit Dialling) project using Java- EJB and JSPs on Weblogic Server. This web-based application replaces the tedious and time consuming manual process for managing the changes in routing codes and rates for countries. .

Sept'02-Oct'02: Worked on the Wholesale Web Portal (WWP) project using Java- EJB servlets and JSPs on Weblogic Server. Created a login screen and hosted it on the epicentric portal server, fixed queries after research and analysis, developed script for automatically uploading files in PVCS from UNIX machines and assisted in testing of the application.

Nov'02-July'03: Worked as a project lead for moving the CCAS application from Dublin to Denver. Coordinated capacity analysis, training for transfer of knowledge and system maintenance, documentation, testing for both in-region and out of region clients of the application..

Apr'03-Oct'03: Worked on the Credit Policy project using Java and web services on GLUE server. Developed client programs for testing web services..

Oct'03-May'04: Worked as a lead on the Web application for internet ordering application for moving the services of local residential customers using java based technologies (JSP, EJB, servlets) on weblogic server.

Worked in the area of Voice over IP (Internet Protocol). Worked with the Internet telephony signalling protocols H323 and SIP. Developed telephony, chat and gatekeeper applications in VC++ on Windows platform using the API of the H.323 Protocol stack from Lucent Elemedia.

Wrote the specification for and designed the ICS (Integrated Communication System) to automate the processing of telephone calls, faxes, email messages, interactive voice response, voice over IP and web hits.
