CAREER HIGHLIGHTS

Chief of Security (Major) March 25, 2013 to October 24, 2014

I began my employment with Management Training Cooperation at Willacy County Correctional Center as the Chief of Security. I supervise 255 correctional officers, 8 Lieutenants, and 15 Sergeants. Ensuring compliance with a Bureau of Prison contract and housing 3,174 deportable Mexican nationals. I’m responsible for the day to day operation of the facility to include a Special Housing Unit with 274 beds. I manage a perpetual audit program, and have participated in conducting audits of other MTC facilities. I provide training during pre and in-service and have provided training in armed escort to the transportation department of the facility. During my employment I have been very instrumental in the re-structuring of the overall operations of the correctional services department. This was accomplished by utilizing the current staffing pattern and reorganizing the staff compliment to benefit the needs of the facility and its current contract. This included providing training in modern correctional techniques to produce a more efficient correctional force in their daily duties. This new approached has provided additional knowledge to various post assignments and advances to promotional potential. As a member of the Executive branch, I provide oversight to departments under the Operations umbrella, such as Food Service, Maintenance, and Laundry Operations. Due to my past experience in auditing I was very instrumental in the preparation of the accreditation of the American Correctional Association (ACA) in which the facility was awarded 100% accreditation. I’m currently enrolled in an Executive Development Program selected by the Warden. This training is an elite program for future executives within the Management Training Cooperation.

Subject Matter Expert June 2009 to March 22, 2013

As an independent sub-contractor, I conduct Quality Assurance Reviews for the Office of the Federal Detention Trustee (OFDT) utilizing Federal Performance-Based Detention Standards. The Quality Assurance Reviews are conducted for non-federal facilities that house United States Marshal Service detainees to ensure these facilities are safe, humane, and protect the detainees’ statutory and constitutional rights. I perform reviews of all sections of security, control, and correctional management which include security inspections, security features, post orders, weapons and ammunition, inmate discipline, special housing unit oversight, emergency procedures, use of force and restraints, tools control, and inmate accountability. I share information concerning correctional philosophies and techniques. I provide a complete written comprehensive report identifying discrepancies and or non-compliance with Federal Performance-Based Detention Standards.

United States Department of Justice, Federal Bureau of Prisons (February 2005-December 2008)

Unit Manager USP Coleman February 2005 to December 2008

During my tenure as Unit Manager, at the United States Penitentiary (USP) in Coleman, Florida, I supervised and managed the operation of four housing units. I developed a Special Management Unit (SMU) and developed and implemented individual programs tailored to meet the particular needs inmates. During my tenure of Unit Manager, I was assigned to internal operational audits, and facility correctional management staff assistance visits to other facilities.

Captain USP Coleman February 2008 – August 2008

During my promotion to Chief Correctional Supervisor (Captain) at USP Coleman I, I served as the resident expert on all custodial and security questions arising at the institution. I was provided full and final technical responsibility when problems arose during the course of the day. I maintained a perpetual audit programs to review and evaluate policy and procedures within the department. I also served as Captain at USP Coleman II, with total responsibility for the Correctional Services Department. I supervised twelve lieutenants, and a correctional complement of 155 officers. During my tenure I maintained a perpetual audit program to cover the entire correctional department. I assigned correctional supervisors to perform departmental audits on a monthly basis, and follow-up reviews. I ensured all subordinates were skillfully qualified to perform their day to day operations within a correctional setting. I ensured that all aspects of security were inspected daily to avoid any breaches of security. I also served as a mentor to staff to assist them with their career aspirations.

Correctional Supervisor (Lieutenant) August 1986 to September 2005

My tenure as a correctional supervisor began in 1986 at USP Atlanta, Georgia. I was responsible for the institution’s daily oversight of security, and inmate accountability. As a correctional supervisor I performed and maintained a wide range of administrative duties to include inspections of security and safety equipment daily. I conducted monthly audits of the correctional services department to identify discrepancies and ensuring correctional vital functions are complied with. I also conducted follow-up reviews on proposed corrective action plans. I ensured policies and procedures were current and in compliance with Bureau of Prisons Program Statements and American Correctional Association (ACA) standards. While in this position I assisted in the preparation for ACA accreditation during the activation of Metropolitan Detention Center, in Guaynabo, Puerto Rico, and the Federal Correctional Institution, in Edgefield, South Carolina.
