Aramark – Resident District Manager

Trinity College Director of Facilities – Directed the operations of a 99 person organization responsible for maintenance and repair of the College’s 1,735,000 SF of administrative, academic, dormitory, and athletic facility spaces in addition to operation and maintenance of a central heating and cooling plant which services all campus facilities.

Drove increase in efficiency and productivity through restructuring the organization and management control of the CBU skilled craftsmen shops into more standard and optimum unit, reducing customer wait time.

Reduced Work Order backlog and turnaround time increasing customer satisfaction.

Improved coordination and communication between the different crafts shops reducing multi-shop work completion time.

Civilian (2009 – 2014)

Booz/Allen/Hamilton - Associate

Team Lead – Executed the infrastructure program for the beddown of HQ Air Force Global Strike Command (HQ AFGSC) at Barksdale AFB, Louisiana. Responsible for all facets of management of facility requirement concept definition, design, construction, and final occupant preparation and move-in actions.

Managed $128M facility design, renovation, and construction program.

Guided the work of eight man engineering team to successful earlier than scheduled completion of program.

Liaised with Navy agents, Professional Design Firms, Contractor’s, and end users insuring beddown budgets expectations were met or exceeded.

Conducted discussions, reviews, and negotiations with facility end users to define requirements to ensure all operational needs were provided by completed facilities.

Defined the complete redesign of a 74,000 SF, $30M building renovation, and then negotiation of a $9.2M construction contract modification, to relocate an additional mission into the building after construction had begun. Accomplished within five months preventing loss of fiscal year funding reserved for the change.

Civilian (1994 – 2008)

Albanese Bros/Albanese D&S – Dracut, MA

Field Engineer/Superintendent – Complete project management responsibility for execution and completion of all aspect of construction contracts. Solved unexpected onsite engineering problems; coordinated solutions to the agreement of all municipality officials and negotiated change orders.

Scheduled and directed activities of 50 personnel in four independent construction crews.

Managed the expansion of a Veterans’ National Cemetery into a virgin woodland site; constructed roadways, storm drainage systems, underground water distribution, irrigation systems, telecommunications, electrical systems, and ceremonial service chapels.

Executed new major sewage collection and sewage pump station construction throughout MA.

Directed major rehab and replacement of existing sewage collection systems and pump stations, while maintaining existing system operations.

Supervised installation of water distribution and storm drainage systems.

Determined optimum construction sequencing to achieve best balance between cost and timely project completion.

Led 10 Air Force Engineering Officers providing support to deployed operational units.

Participated in negotiating in-country support with allies in South America for support of in-country, U.S. personnel.

Deputy Commander, Support & Logistics - U.S. Air Forces Iceland – Keflavik NATO Base, Iceland

Commanded units responsible for Supply, Civil Engineering, Security Forces, Military and Civilian Personnel Support operations and ancillary support units. Managed the organizational responsibilities for the maintenance of existing and construction of new infrastructure, and the consolidated supply operation which included all standard facility support materials, and ordering, tracking and control of all engine, avionics, and other aircraft parts.

Led organization of over 1,400 personnel.

Managed annual budget of $34M.

Base Civil Engineer - Onizuka Air Force Base – Sunnyvale, CA

Commanded all civil engineering personnel responsible for maintenance and operations of all base facilities, supporting all DOD space launch and satellite command and control operations.

Led staff of 150 engineers and maintainers.

Directed repair actions after the 7.2 San Francisco Earthquake of 1989, which shut down all Base operations. Brought all critical operations back on line in 14 hours preventing the scrubbing of a scheduled critical DOD classified payload launch from Cape Canaveral.

Negotiated support agreement with Pacific Gas and Electric (PG&E) to provide back-up dedicated emergency power feed for future emergencies.

Negotiated multi-million dollar, civilian support contract for base civil engineering support services.

Chief, NATO Design and Construction - U.S. Air Force Regional Civil Engineer – London, England

Managed all NATO and US facility design and construction in England, Spain, Scotland, Norway and Portugal. An annual design and construction program valued at $400M-$600M.

Supervised 15 professional engineers and project managers.

Managed the design and construction program for the building of a US Air Force Ground Launched Cruise Missile Base of 159 facilities from dormitories to nuclear weapons storage facilities. Achieved Initial Operational Capability 4 months ahead of scheduled.

Negotiated numerous design and construction change orders with the host country engineering counterparts, Public Service Agency (PSA).

Quarterly briefed U.S. Air Force Deputy Chief of Staff and The Air Force Civil Engineer on the NATO and U.S. Air Force design and construction program.
