redesign of security infrastructure and improvement of preparedness planning & coordination, including working with frontline service vendors such as AVP, Inc. and Johnson Controls to improve general security operations including installation of an advanced child and infant security system and response protocols as part of an integrated disaster response process. This included oversight of $1.5 M personal/equipment budget and > 45 armed security officers.

(2003 – 2006) Disaster Management Coordinator for the University of North Carolina Health Care System (UNCHCS) Level-1 Trauma Center. This community-based emergency response program covered the

Chapel Hill and Orange County, NC metropolitan area. Managed several Bioterrorism grants that increased various response capacities including medical centric decontamination for the UNCHCS. Served on North Carolina Hospital Association Bioterrorism Working Group regarding collective efforts to create policy and protocols for healthcare preparedness. Oversaw installation of CHEMPACK and development of the ZUMRO enabled mobile decontamination system. Evaluated, coordinated, developed a number of bioterrorism exercises. Also, served on Hospital Incident Command System (HICS) National Working Group to help revise and extend national policies and unify standards regarding healthcare-based disaster response processes. Served as a facilitator at the Center for Domestic Preparedness NOBLE Training Center in Anniston, Alabama on both the HERT (Hospital Emergency Response Team) and HLC (Healthcare Leadership) courses. Have supported ICS 300 and 400 operations.

(1975 – 1996) US Navy, assignment with various operational units (e.g. USS Coral Sea, USS Inchon, USS Iwo Jima, USS Charleston, 3rd Force Services Support Group, 3rd Medical Battalion / Group Surgeon – Okinawa, Japan) and fixed medical facilities (e.g. Naval Aerospace and Regional Medical Center – Pensacola, FL; Naval Hospital – Portsmouth, Va.; and United States Naval Hospital-Yokosuka, Japan) to name a few. Served as Administrative Manager for Surgical Support Team #5 sustaining a C-1 (100% – maximum preparedness to respond) performance standard to support military medical and humanitarian response operations (e.g. Hurricane Fredrick; Kobe, Japan Earthquake; etc.). Fleet Liaison Coordinator (aka Appointments Manager) for Naval Medical Center Portsmouth, Virginia (scheduling >1000 appointments/ month for over 30 individual clinics form Orthopedics to Dermatology) in a high operational tempo reducing appointment NO SHOWS by > 75%. Experience also includes serving as a lead team member for both Environmental Health and Industrial Hygiene Survey (EHS / IHS) teams that evaluated and provided corrective action reports/briefings to senior operational managers responsible for oversight of these activities. Other general duties have include EMR Management and management of other high level programs.
