I’m a Project Director / Program Manager – Certified PMP by the Project Management Institute (PMI), Certified SCRUM Master (CSM) / Certified Agile Project Manager, with 17 years of Information Technology (IT) and Project Management experience, handling teams of up to 150 people, and have been exposed to large scale global project implementation. I have a Doctorate degree in Technology Management, a Masters degree in Management, and an ongoing degree for Masters in Business Administration (MBA) from Ateneo de Manila University Graduate School of Business and REGIS University, Denver, Colorado U.S.

My expertise is on program and project management, change management, risk management, software design, systems development, e-commerce, B2B, B2C, G2G, ERP, vendor management, among others. I have gathered experience in the implementation of large-scale projects for various domain, scope, stakeholders, and clients both local and international. I use Project Management Professional (PMP) and Agile / SCRUM methodology in Project Management and Software Delivery,, and CMMI L5 in Metrics Standards. I manage and directs the DTI’s Project Management Units for DTI’s various national and inter agency IT Projects such as the Philippine Business Registry Project, Business Name Registration System, and Business Profile Management System.

My primary responsibility includes; Spearheading Inter-Agency coordination and presentation; Designing and architecting systems for business solution related in business registration and facilitation; Coordinating with solution providers and subcontractors; Evaluating project performance; Implementing system to project stakeholders of IT system nationwide; Presenting to public and private partners nationwide, among others.

The Philippine Business Registry is an IT project that aims to integrate all systems of National Government Agencies and Local Government Units related to business registration with the vision of having a virtual one-stop-shop in starting up a business.

The project stakeholder involves 47 national government, 45 local government units, 15 DTI regional offices, and private counterparts like PCCI, local business chambers, and leagues of cities and municipalities.

This Project Aims To Contribute Significantly To The National Competitiveness Of The Country.

Also responsible in implementing and maintenance of other DTI core systems like Business Name Registration System and the Business Profile Management System.

Technologies used are JAVA, JCAPS, ORACLE, Sun Solaris OS, and SMS Mobile.

These IT projects were funded by Asian Development Bank (ADB), Commission on Information and Communication Technology – National Computer Center (CICT-NCC), in cooperation with The World Bank Group – International Finance Corporation (WB-IFC).
