Board Member/Analyst on the Army Special Review Board - Arlington, Virginia, (09/01/2004 – 03/31/2009)

Board Member and analyst on two Army Special Review Boards. Engaged in case review of applications and supporting information for the correction of military records submitted to the Army Special Review Board.

Adjudicated officer evaluation reports (OER) and noncommissioned officer evaluation reports (NCOER) that officers and non-commissioned officers believe unfair or inaccurate.

Reviewed and analyzed submitted documentation, satisfy all jurisdictional and procedural requirements, determined the adequacy of supporting material and clarify issues with appropriate agencies and individuals in order to vote the disposition on cases brought before the Board.

Thorough examination and analysis of submitted documentation and determined if applicable statutes, laws, regulations, procedures and policies have been properly interpreted and applied.

Evaluated and recommended a decision and voted on promotion reconsideration request. Supported the Department of the Army Suitability Evaluation Board (DASEB) by analyzing and voting on applications requesting the removal or transfer of adverse documents such as letters of reprimand or Article 15s.

Division G4 and Maintenance Sergeant Major - Headquarters Company 1st Armored Division, Wiesbaden, Armed Forces Overseas, Germany (06/01/1999 - 08/31/2004)

Division G4 and Maintenance Sergeant Major. Coordinated, synchronized, and planned logistics for Division garrison and combat operations. Managed and executed the monthly Materiel Readiness Review (consisting of all supply and maintenance issues) for the Assistant Division Commander for Support. Assisted the G4 in all areas of maintenance and supply readiness, with responsibility for six brigade-level units and three separate battalions within the Division.

In a combat environment, gathered information and developed policy letters and evaluation checklists required for implementing logistical standards. Evaluated units on effective and achievement of logistical operations and goals; identified the nature and scope of problem areas; and made recommendations to initiate appropriate action to improve readiness. Performed trend analyses on combat systems, identified issues, and provided various courses of action in resolving complex problems.

Performed duties as the contracting officer representative (COR) for a 900 thousand-dollar contract for six employees working on Division staff.

Program Manager for several contracts: 5.7 million dollar maintenance and painting contract, two maintenance contracts worth over 13 million dollars, three Chemical Agent Resistant Coating (CARC) painting contracts valued at over 2.5 million dollars, and contingency contracts worth over 6 million dollars during deployment.

As the Program Manager, was responsible for the funds, planned work schedules, set priorities, oriented contractors to the installations and work facilities, and provided the contractors instructions on how to request government assistance.

Equipment management efforts resulted in the Division having one of the highest readiness rates in the Army, which improved the readiness rate for ten fleets.

Program Manager for the Division’s Modification Work Order (MWO) program resulting in the improvement of over 1,200 vehicles.

Responsible for staying well informed on Division equipment readiness issues enabling productive meetings at Division, Corps, and United States Army Europe maintenance meetings.

Conducted oral presentation for the Commanding General, Assistant Division Commander for Support, the Division G4, and subordinate units.

Student - United States Army Sergeants Major Academy, El Paso, Texas, (06/01/1998 - 05/31/1999)

Battalion Motor Sergeant - 1st Battalion 15th Field Artillery, Camp Casey, Armed Forces Pacific, Republic of Korea (12/01/1995 - 05/31/1998) -

Served as Battalion Motor Sergeant and supervised all administrative functions in support of five Artillery Batteries and the Battalion Maintenance section. Managed the different classes of supply budget, supporting over 190 combat and tactical vehicles.

Monitored the preparation of requisition/purchase documents and maintenance records.

Conducted monthly inventories of on hand stocks, analyzed logistical data and compiled stock control levels based usage and command directive utilizing automated supply programs and applicable Army Regulations.

Reduced the Battalions Prescribed Load List of repair parts from 619 to 186 lines and maintained an overall 96% Operational Readiness rate.

Trained Soldiers on Over-aged Reparable Items List (ORIL) and maintained 100% accountability.

Maintained 100% accountability of over 1.5 million dollars worth of organizational equipment.

Increased the budget by 250 thousand dollars through an aggressive program of identifying and turn-in of excess repair parts.

Achieved the first 100% accurate Army Materiel Status System reporting for the entire Division.
